Li Keqiang said that since the beginning of this year, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at the core, all aspects have implemented the deployment of the CPC Central Committee and the State Council, vigorously responded to difficulties and challenges, especially the impact of unexpected factors, and have done a lot of effective work. However, in March, especially since April, indicators such as employment, industrial production, electricity consumption and freight have fallen significantly, and the difficulties are greater in some aspects and to a certain extent than when the epidemic was severely impacted in 2020. Development is the foundation and key to solving all problems in our country. Doing a good job in epidemic prevention and control requires financial and material resources, and ensuring employment, people’s livelihood, and risk prevention all require development support. We are currently at a critical juncture in determining the economic trend of the whole year. We must seize the time window and strive to bring the economy back to the normal track. It is necessary to fully implement the new development concept, efficiently coordinate epidemic prevention and control and economic and social development, strengthen confidence, face difficulties, put stable growth in a more prominent position, focus on ensuring market players, employment and people’s livelihood, and China’s economic resilience. Ensure that the economy achieves reasonable growth in the second quarter and the unemployment rate drops as soon as possible, and keep the economy operating within a reasonable range.

Li Keqiang said that all departments have responsibilities before stabilizing the overall economic situation, and they must have a stronger sense of urgency to ensure that the policies and measures determined by the Central Economic Work Conference and the “Government Work Report” are basically implemented in the first half of the year. The executive meeting of the State Council determined that a package of 33 policies and measures to stabilize the economy in 6 aspects should be released before the end of May. It is necessary to optimize the policy implementation process by means of the reform of “delegating power, regulating services” and closely tracking the implementation situation. The improvement should be improved in a timely manner to ensure that the policy beneficiaries do not miss any users and no one is missing a clear understanding and enjoyment. Over the years, we have insisted on not engaging in flood irrigation. There is still room for macro policies, and we must continue to make policy reserves.
Li Keqiang said that both the central and local initiatives should be brought into play. The local government shoulders the heavy responsibility of promoting the development of one side and benefiting the other side, and must be responsible for the implementation of the land. Constantly solving dilemmas is a test of the administrative capabilities of governments at all levels. It is necessary to complete the tasks of economic and social development while doing a good job in epidemic prevention and control. We must work creatively, tap our own policy potential according to local conditions, help market entities to bail out, stabilize and expand jobs and other policies as much as possible. All types of market entities such as state-owned enterprises, private enterprises, and foreign enterprises shall be treated equally, and the enthusiasm and creativity of all parties shall be fully mobilized, and market-oriented methods and reform measures shall be used to solve problems. We will further open up the connection between upstream and downstream of the logistics and industrial chain, and promote the resumption of work and production. Solidly protect people’s livelihood, and timely distribute unemployment insurance, subsistence allowances, assistance and other funds to the masses to ensure that there is no large-scale return to poverty. On the 26th, the State Council will send inspection teams to 12 provinces to carry out special inspections on the implementation of policies and supporting facilities. The main economic indicators for the second quarter of each region will be announced by the national statistics department in accordance with laws and regulations, seeking truth from facts and by province, and the State Council will notify the relevant work situation.
Li Keqiang said that all regions and departments should insist on seeking truth and being pragmatic, and test all work with actual results.
