Premier Li Keqiang of the State Council presided over an executive meeting of the State Council on July 14 to deploy the central budget implementation and other fiscal revenue and expenditure audits to identify problems rectification work; determine measures to improve the rural delivery logistics system to better meet the production and living needs of farmers.
The meeting pointed out that in accordance with the deployment of the Party Central Committee and the State Council, relevant departments have audited the implementation of the 2020 central budget, other fiscal expenditures, and state-owned assets management. The results have been announced recently. The meeting requested that, firstly, to identify problems in the audit, relevant localities and departments should promptly formulate rectification accounts, strictly implement responsibilities, and make rectifications in place. The General Office of the State Council should include the rectification situation in the key supervision content, strengthen the follow-up supervision, and resolutely correct the ineffective promotion, perfunctory responsibility, and fraud in the rectification. The results of the rectification will be reported to the State Council before the end of October this year, and will be disclosed to the public after reporting to the Standing Committee of the National People’s Congress. The second is to seize the key points and severely investigate and deal with them in order to curb the example. The audit found clues to major violations of laws and regulations, such as illegal reselling of bulk commodities and tax evasion. These problems disrupted the normal market order and the market environment of fair competition, and violated the foundation of the state’s statutory taxation. The State Council has set up a special investigation team, no matter what unit or level is involved, it must investigate to the end and hold it accountable. According to laws and regulations, the punishment, the handling of the punishment, and the arrest of the arrest will never be tolerated and never softened. Those who violate the laws and regulations maliciously shall be severely cracked down in accordance with the law. The typical cases should be publicly exposed. The third is to draw inferences from one another, improve relevant systems and regulations in a targeted manner, and promptly revise laws and regulations that need to be revised, strengthen system implementation and supervision of auditing, supervision, etc., to achieve both symptoms and root causes. The fourth is to insist that the government live a tight life and let the people live a good life. Although the current financial situation is improving, the reduction of funding for the “three publics” cannot be relaxed. Financial discipline must be strictly enforced, and administrative operation costs must not be increased by “open mouths” in violation of regulations. Fifth, the established policies and measures to benefit enterprises and people, such as reducing taxes and fees, stabilizing jobs and expanding employment, and financial support for the real economy, especially the development of small, medium and micro enterprises, must be put in place. We will manage and use the funds for the elderly, education, medical care, housing and other people’s livelihoods, and never allow embezzlement and misappropriation. Ensure the safety of public funds and public property, and be accountable to the people.
The meeting pointed out that accelerating the development of rural delivery logistics, and further facilitating the export of agricultural products from the village to the city, and the consumption of consumer products to the village are important measures to promote rural revitalization, increase farmers’ income, and release the potential of rural domestic demand. First, we must promote the integrated development of rural e-commerce and rural delivery logistics. Relying on “Internet +”, strengthen the connection between urban markets, logistics enterprises and farms, farmers’ cooperatives, etc., develop specialized agricultural product delivery services and cold chain storage and processing facilities to help agricultural product sales, especially to promote the development of rural specialty industries in poverty alleviation areas. Second, we must classify and promote “express delivery into the village”. Speed up rural delivery and logistics infrastructure to make up for shortcomings. In the rural areas of the eastern and central parts of the country, market forces should be better used to guide enterprises to set up locations in villages to improve express delivery services. In the western rural areas, the postal service will play a fundamental role in terminal delivery, strengthen cooperation with express delivery, supply and marketing, and expand the coverage of “express delivery into villages”. Third, we must deepen the reform of “delegation, control, and service” in the field of delivery. Remove unreasonable and unnecessary restrictions, encourage the development of rural express delivery services, guide the use of existing facilities in the village, and build a comprehensive village-level delivery logistics service station to effectively reduce the rural end delivery costs. Strengthen the supervision of delivery logistics services, promote fair competition, and protect the legitimate rights and interests of the people.
