Beijing Appoints Ma Jun and Mu Peng as New Deputy Mayors

Beijing, China, is experiencing high-level personnel changes, with Ma Jun and Mu Peng serving as deputy mayors of Beijing.

According to the “Beijing Daily” news on Friday (March 29), the ninth meeting of the Standing Committee of the 16th Beijing Municipal People’s Congress voted to appoint Ma Jun and Mu Peng as deputy mayors of Beijing.

Ma Jun has worked in the education system for a long time. He once served as the president of Beijing Normal University and is familiar with financial budget management; Mu Peng previously served as the secretary-general of the Beijing Municipal Government.

Public information shows that Ma Jun was born in April 1969. He is a doctor of philosophy, professor, and doctoral supervisor.

Ma Jun went to Sun Yat-sen University to teach in 2002, serving as a teacher and associate professor in the School of Politics and Public Affairs Management until 2009. In 2014, Ma Jun served as Vice President of Sun Yat-sen University. In 2017, he concurrently served as Deputy Secretary of the Party Committee. Until November 2019, he was confirmed as Executive Deputy Secretary of the Party Committee and Vice President of Sun Yat-sen University.

In May 2022, Ma Jun was promoted to deputy secretary of the Party Committee and president of Beijing Normal University. His main research fields are public budget and financial management, public administration, state construction, fiscal history, and administrative history.

In March 2024, Ma Jun resigned as president of Beijing Normal University and served as a member of the Party Leadership Group of the Beijing Municipal Government.

Mu Peng was born in May 1966 and holds an executive master’s degree in business administration.

Mu Peng has worked in Haidian District, Beijing for a long time, and has served in various positions including deputy district mayor and district committee standing committee member. In 2018, he was appointed as Yanqing District Party Committee Secretary. In March 2022, Mu Peng was appointed director of the Beijing Municipal Development and Reform Commission. In January 2023, he became a member of the Party Leadership Group of the Beijing Municipal Government and later served as Secretary-General of the Municipal Government.
