The second round of the third batch of central ecological and environmental protection inspectors has recently completed the feedback work. Xu Bijiu, executive deputy director of the Central Ecological and Environmental Protection Inspectorate Office, introduced that since the inspection pilot in 2015, more than 237,000 reports from the transferred people have been accepted, most of which have been completed or completed in stages. But this time the inspector still found some perfunctory rectification and superficial rectification problems. Some provinces and cities have ineffective management and control of the “two highs” projects, and the water quality of rivers and lakes in some places under inspection has deteriorated. For example, Shanxi plans to launch 178 “two highs” projects, and energy consumption is expected to significantly exceed the newly added energy space in the “14th Five-Year Plan”; Kunming, Yunnan, discharges about 140 million cubic meters of combined rain and sewage each year through overflows, which seriously affects The water quality of Dianchi Lake.

Xu Bijiu said that strict control of the “two highs” project blindly launched is an important part of promoting carbon peaking and carbon neutrality, which will become the focus of the central ecological and environmental protection inspectors in the future. “We have specially formulated a template for how to better investigate and deal with the strict control of the’two highs’ project in future inspections. The blind launch of the strict control of the’two highs’ project is the key content of future batch inspections. Implementation of the “Regarding Strengthening High Energy Consumption” “Guiding Opinions on Prevention and Control of the Ecological Environment Source of High Emission Construction Projects”, actively cooperate with relevant departments to further improve relevant policies and systems.” Xu Bijiu said.

The national carbon emission rights trading market was launched this month. As of July 23, the total trading volume of carbon emission allowances was 4.833 million tons. Liu Youbin, a spokesperson for the Ministry of Ecology and Environment, said: “At present, in conjunction with the compilation of the national emission inventory, we have organized and carried out data accounting and submission of high-emission industries such as steel, cement and other building materials, aviation, petrochemical, chemical, non-ferrous metals, and papermaking for many years. In accordance with the principle of “one mature, one approved and released”, the carbon market will further expand the scope of the industry’s coverage of the carbon market.”Return to Sohu to see more
