The capacities of the events were waiting to be regulated in more detail, and tonight the decree of the Draghi government arrived. The rules contained in the provision therefore come into force from today.
The interministerial decree signed by Minister Giancarlo Giorgetti on 9 September was also published in the Official Journal, which makes the Fund of 140 million euros to support the continuity of business activities and professions for which the closure was ordered due to the restrictive measures adopted during the Covid emergency. It is a special tool provided for by the Sostegni bis decree, strongly desired by Giorgetti to support those categories and businesses that paid the highest price during this period.
Here is what the two decrees provide.
White zone and yellow zone
The decree, passed last Thursday by the CDM, foresees, starting from Monday 11 October, in the white zone, the increase of the capacity in the places of culture (museums, cinemas, theaters) to 100 per cent and 50 per cent in the yellow zone.
The compulsory Green pass
Access is allowed only to those with a Green pass.
The crux of sporting events
An increase in capacity for sporting events is established, not exceeding 75 percent of the maximum authorized outdoors and 60 percent indoors, always with green certification.
The discos
The reopening of discos is ordered, with capacity not exceeding 75 per cent of the maximum authorized outdoors and 50 per cent indoors.

Contributions for discos
The discos and dance halls that will be able to reopen starting from next 11 October as planned yesterday by the Council of Ministers are – reads a note from the Mise – some of the activities that will be able to request special grants up to a maximum of 25 thousand euros, for each beneficiary, and to which a share equal to 20 million euros of the Fund established by the Ministry is destined.
Contributions for gyms, cinemas, theaters
Up to 12 thousand euros the amount of the contributions that may be requested by other activities admitted to the measure such as gyms, sports facilities, theme parks, theater events, cinema, art, fairs and ceremonies. These resources are additional to the contributions already foreseen for business activities and professions in the Refreshments and Support decrees. The provision also defines the list of activities that are entitled to benefit from financial support, as well as the criteria and procedures for requesting the contribution. The terms for starting the beneficiaries’ requests will be communicated by the Revenue Agency, which will then be able to proceed directly with the accreditation.
