UDINE. From 15 October the army of nearly 90,000 public workers will return to line up completely in the offices, but to enter they will have to show the Green pass.
Technicians and administrators, armed forces and health care even if these last two categories have been marginally affected by smart working, will say goodbye to remote work as they experienced it in the Covid era.
From mid-October, agile work will be guaranteed to 15 per cent of workers, favoring parents of children under the age of three, the handicapped and employees who assist people in serious situations.
The union representatives start from the draft contract on agile work developed by Aran, the agency for the negotiating representation of public administrations, to arrive at the contractualization of agile work also in the region. This is the goal of CGIL, CISL and UIL and of the Region itself which is preparing to welcome the last irreducible remote workers into the office.
Towards the agreement
Even if in Friuli Venezia Giulia the public employment contract is part of the single sector, the trade unions are studying the draft of the Aran before participating in the meeting of 16 October held for some time to analyze the renewal of the managers’ contract. Figures for which agile work is not foreseen.
Once this chapter is closed, the real game on remote work will open which, as underlined by the regional secretaries of the public service of the CGIL and CISL, Orietta Olivo and Massimo Bevilacqua, must start from the draft of the Aran, which gives the possibility to stipulate an agreement between the parties, obliging the worker to ascertain the presence of the conditions for the protection of health, safety and confidentiality of the data. In the presence or at a distance, the rights of workers will not diminish, much less the opportunities for career progression.
Rest times and technical and organizational measures will be defined to ensure disconnection from technological work equipment. From a distance, according to the draft of the Aran, it is not possible to do overtime work, let alone go away. And in the event that technical reasons, primarily the connection, do not allow connections, the worker must promptly notify the manager who can call him back to the office.
The regional councilor
The regional councilor for personnel, Pierpaolo Roberti, is not unbalanced. “We already have our protocols” he says in pointing out that in the last period smart working has been used by a few hundred regional employees. Nothing to do with the 70% reached during the lockdown. “In the new contract – Roberti warns – we will discipline agile work, but let’s be clear it will not become a way to overcome the Green pass”.
There is a risk that some no vax without a green certificate will try to resort to agile work to avoid checks. In this case no denial will come. “Although it was a positive experience that allowed us to respond to all the requests made by users, we must go beyond the smart working model experienced so far” insists the councilor according to which it will be necessary to understand whether “to foresee limits of use or whether instead introduce rotation systems in every sector ». The timeframe for defining the regional agreements on agile work is not expected to be short: “We are in the negotiation phase with the managers, once this contract is closed we will talk about agile work for everyone else” assures Roberti, assuming to do so in a few months
