The challenges of the new management of the center and strategic territories

On March 9, the Medellín Council approved the transformation of the Center Management, which from the end of this month will be the Management of the Center and Strategic Territories, once Mayor Federico Gutiérrez signs the decree with the organizational changes of the District, proposed in agreement 9 of 2024.

This new Management will have responsibilities in the 17 neighborhoods of Comuna 10, and for the next four years, in the strategic territory of El Poblado (Comuna 14), made up of 23 neighborhoods. The next administrations may define other territories, taking into account the quality of life indices and urgent needs that must be addressed.

The Center Management was created 20 years ago in the administration of Mayor Sergio Fajardo, to coordinate the projects of El Centro Vive, which had an initial budget of $54 billion for specific investments, with a four-year operational plan and a strategic plan. to 10 years.

From now on, it will have responsibility for two territories that house nearly 260 thousand inhabitants, 40 thousand of them in precarious economic conditions residing in tenements in the center, approximately 170 educational institutions, 35 thousand formal companies, more than 30 thousand informal sales and serious social problems, very different for each territory.

And it was in the discussion of agreement 9 of 2024, in which the creation of the Ministry of Tourism and Entertainment was also approved, that the serious noise problems suffered by the entire city were brought up again, in this case in the territory strategic of El Poblado. The community of that area of the city, like that of the center and other communes, is crying out for forceful actions from the institutions that allow its inhabitants to rest and sleep in peace.

That will be just one of the challenges of the Management of the Center and Strategic Territories. In addition, it must focus on solving, together with other district agencies, problems such as the growth of street dwellers – increasingly dispersed throughout the city -, the informality of the streets, the increase in prostitution and the sexual exploitation of children and adolescents. which is experienced especially in parks in both communities, the inadequate disposal of garbage and the chaotic mobility on the roads.

It is necessary then, as proposed by the district administration, that personnel transfers be made quickly and the necessary budgets be assigned so that the transformed Management can meet the needs of the different territories, always having priority in the commune. 10, which is the reflection of everything that happens in the city.

We trust in the criteria of Mayor Gutiérrez to give all the tools to the Management of the Center and Strategic Territories so that they can quickly respond to the requests of the community, businessmen and merchants. The commitment to the center cannot change and must include all the secretariats and entities of the public conglomerate, so that commune 10 has a true transformation.
