Beijing Standing Committee of the Municipal People’s Congress Makes Significant Legislative Progress in 2023
The Standing Committee of the Beijing Municipal People’s Congress completed a number of important legislation last year, including the passage of the Building Green Development Regulations. There were 82 regulatory items included in the five-year legislative plan, demonstrating the significant progress made in legislative work in key areas.
The legislative work was focused on major areas such as the “four centers”, “four services”, accelerating a new development pattern, ensuring and improving people’s livelihood, promoting green development, and improving urban governance. The regulations on the Protection of Minors, Green Development of Buildings, Audit Regulations, and local regulations were some of the important regulations that were passed through voting. The Legislation Law was fully implemented, and the legislation was responsible for ensuring effective implementation of the Constitution and laws and ensuring the high-quality development and high-level governance of the capital.
The completion of the Building Green Development Regulations was an important highlight of the legislative work, as it focused on solving key issues in the construction industry to promote Beijing’s carbon neutrality goals. The legislative process was problem-oriented and included wide-ranging opinions from various entities and stakeholders. The passage of the regulations on November 24, 2023, positioned it as an important measure to promote carbon neutrality in urban and rural construction and enhance building quality for the high-quality development of the capital.
Another important legislative project was the revision of the Regulations on the Protection of Minors. This was the first local regulation passed by the Standing Committee of the 16th Municipal People’s Congress and fully reflected the city’s commitment to the protection of minors. It addressed key concerns around physical and mental health protection, strengthening the network, protection responsibility, and government safeguard measures. The legislative opinions of minors were also fully listened to in the process of revising the regulations.
Improving the legislative working mechanism was an important requirement for legislative work, and several strategies were implemented to improve the mechanism. This included incorporating the “greatest common denominator” of legislation, improving the research and drafting mechanism, and broadening participation channels through open-door legislation. The press conference system was also adhered to after the passage of regulations, ensuring transparency and public understanding of the legislative process.
The Standing Committee of the Municipal People’s Congress also prepared a five-year legislative plan, which had 82 regulatory projects arranged, focusing on important areas for the capital’s development in the new era. This plan was scientifically formulated, reflecting the major decisions of the Party Central Committee and the work deployment of the Municipal Party Committee, and was guided by the people-centered value orientation.
The completion of these important legislative tasks in 2023 demonstrates the commitment of the Standing Committee of the Beijing Municipal People’s Congress to the effective implementation of legislation to promote the development of the capital in the new era.
