Today (December 6), Shangguan Zhengyi provided two documents it obtained in 2016, showing that on January 30, 2011, the birth medical certificate was stolen in the Shangqiu Maternal and Child Health Hospital. The local official investigation found that Shangqiu’s women and children There are weak links in the safety and security measures of the health care center. Five people including the dean of the Shangqiu Maternal and Child Health Care Center were punished.

Another document is titled “Shangqiu Maternal and Child Health Hospital’s Statement on the Stolen Birth Medical Certificate”, which was issued on July 23, 2013. The document stated that when the staff of the department walked into the corridor of the department at 8 a.m. on January 30, 2011, they found that the door of the birth medical certificate office was opened, and blank birth medical certificates were scattered on the floor and desk. According to the document, the hospital found that 2,885 blank birth medical certificates were stolen during the inventory. Shangguan Zhengyi said that he learned more about the informant before he learned that there were people selling birth certificates in the local area. He realized that there may be a black industrial chain.

He said that he learned from the birth certificate intermediary office that the intermediary can purchase the birth medical certificate that fits the batch of the child according to the age of the child. These birth certificates are sold by intermediaries at a price of 60,000 to 100,000 yuan each.
