The plan proposes that by the end of 2023, the city’s airports, railway stations, urban rail transit stations, transportation hubs, long-distance passenger stations, parks, scenic spots, stadiums, large supermarkets, theaters, schools, and key public places will achieve full coverage of AED and other first-aid facilities and equipment , Encourage other public places and large communities, party and government agencies, enterprises and institutions to rationally allocate AED and other first-aid facilities and equipment according to actual conditions. The total number of allocations in the city is not less than 5,000, and the initial formation of AED and other first-aid facilities and equipment covering key public places in the city Configuration, use, and management system; the city has established a unified and standardized social first aid training system and formed a long-term mechanism. The popularization rate of first aid knowledge for employees in key public places is not less than 80%, and the proportion of first aid training certificates is not less than 40%.
The plan clarifies the basic principles of the construction of social emergency capacity in key public places in our city: government promotion, social participation; industry supervisors, unit responsible; departmental linkage, coordinated guarantee; overall planning and step-by-step implementation. Eight key tasks were proposed, including the promotion of AED and other first-aid facilities and equipment in key public places, strengthening of the information management of social first-aid, and the establishment of a professional guidance team for social first-aid.
In recent years, the Municipal Health Commission has cooperated with relevant departments to actively promote the construction of social first aid capabilities in key public places, combining with the city’s actual work, combing and analyzing the AED configuration and first aid knowledge and skills training of practitioners in key public places in this city, and organizing emergency treatment First aid experts and scholars exchanged technical plans, held special meetings to coordinate and advance, and first started the installation of AEDs in subway stations, and carried out first aid knowledge and skills training for practitioners. In 2021, the municipal government will “realize the full coverage of automatic external defibrillators in subway stations, railway stations, and schools, do a good job of first aid skills training, and improve citizens’ self-rescue and mutual rescue capabilities.” Actively promote it as one of the important livelihood projects. Up to now, 408 stations and 6 railway stations on 28 lines of the city’s subway network have all completed the automatic external defibrillator configuration tasks; the school’s automatic external defibrillators have achieved full coverage as planned. At the same time, the Municipal Health Commission has actively promoted social first aid training, focusing on strengthening first aid skills training for personnel in key public places. The offline public first aid training has been carried out for 121,000 people throughout the year, and the subway station has achieved that at least 3 of 8 people in each team obtain evidence. ; Online first aid training courses cover 3.96 million person-times.
In the next step, our committee will adhere to the first-class standards, benchmark international and domestic advanced levels, and scientifically plan the configuration range, management mode, and first-aid knowledge and skills training of AED and other first-aid facilities and equipment in public places. According to the idea of solving the problems in the early stage and improving in the later stage, implement step by step and proceed steadily to gradually improve the city’s social first aid capabilities, protect the public’s health and life safety, and further enhance the civilized level of the capital city.
