UDINE. News and confirmations on travel abroad for tourism in the summer of 2021. The Minister of Health Roberto Speranza has signed a new ordinance which will come into force on Saturday, July 31, and which regulates travel outside Italy, updating the list of countries where it is possible to travel.

Restrictions on states with high epidemiological risk, such as Sri Lanka and Brazil, have been confirmed, while the range of permitted non-EU travels is widening (list D). Albeit with some restrictions on return. Here, point by point, what changes with the new ordinance.

The order of the Minister of Health Roberto Speranza confirms a substantial total freedom for travel to and from the European Union and the Schengen area (although the conditions of entry in the various countries must always be verified by connecting to the portal www.viaggiaresicuri.it) . Arriving from the territories of the Union – including Guadeloupe, Martinique, French Guiana, Réunion, Mayotte, Azores, Madeira, Ceuta and Melilla – as well as Iceland, Liechtenstein, Norway, Switzerland, Andorra, Principality of Monaco and Israel, in fact, the entrance in the national territory it is allowed upon compilation, and presentation in the case of use of public transport means, of the Passenger locator form in digital format or in paper form and possession of one of the Covid-19 green certificates (Green pass). In case of lack of one of the two conditions, the 5-day fiduciary isolation is triggered with the obligation to test at the end of the home quarantine.

If the United Kingdom, on July 19, announced that British citizens and foreigners residing in the country who are fully vaccinated will no longer have to observe a period of precautionary isolation – while nothing changes for “occasional” visitors -, the Italian Government instead, he confirmed the limitations for those returning from Great Britain. Not only, however, because the United Kingdom has been removed from the list of countries with greater freedom and included in those with mandatory quarantine. Until 31 August, in fact, all those who want to enter Italy must present a negative swab made within the previous 48, fill in the Passenger locator form – online or in paper form – and, as mentioned, undergo five-day fiduciary isolation with the parallel obligation to carry out another swab to certify negativity from Covid at the end of the home quarantine.

One of the main innovations, compared to the ordinance expired yesterday, concerns the countries included in the “D” list, that is, in those, that is, in which one can go for any reason – always provided that the borders of the destination State are open to foreigners -, but with some conditions upon return. In detail, in fact, those returning to Italy from the countries of the “D” list must fill in the Passenger locator form, present a negative swab made no later than 72 hours (48 for Great Britain), undergo fiduciary isolation for 5 days at the arrival and, therefore, carry out a new swab at the end of the quarantine. This is the list of countries included in the “D” list: Albania, Saudi Arabia, Armenia, Australia, Azerbaijan, Bosnia and Herzegovina, Brunei, United Arab Emirates, Japan, Jordan, Lebanon, Kosovo, Moldova, Montenegro, New Zealand, Qatar, United Kingdom, Korea, Macedonia, Serbia, Singapore, United States, Ukraine, Taiwan, Hong Kong and Macau Special Administrative Regions.

Three non-European countries, but particularly important for our tourism as well as realities in which the pandemic is currently not at alarm levels, have been equated, as happened in the recent past, with European Union states and, more generally, of the Schengen area. In fact, travelers arriving from Canada, Japan and the United States of America are allowed to enter Italy after completing the Passenger locator form and the simultaneous availability of a green certification which, as regards vaccinations, must comply with the EMA guidelines. , that is, based on the prophylaxis of Pfizer, Moderna, AstraZeneca and Johnson & Johnson. On the other hand, the ban on entry into the country has been confirmed for all those who, in the previous 14 days, have stayed or have transited through Bangladesh, Brazil, India and Sri Lanka.

The rest of the countries of the world that are not part of the European Union, of the Schengen area, of the “D” list and of the four states that are prohibited from entering Italy, enter the so-called “E” list where, in compliance with to the previous ordinance, Thailand and Rwanda were also included. The movements to these territories, as well as the return to Italy by those who have stayed or passed through those countries in the previous 14 days, in detail, are only allowed in the presence of work needs, absolute urgency, health or study needs. . Not only the Green passes of the European Union, but also those of seven non-EU countries are valid, from today, in Italy on condition that the vaccination has been validated by the EMA. The first two states that have obtained the green light are the Vatican City and San Marino. And if it is true that in the small Republic of the Titan most of the vaccinations took place with the Russian drug Sputnik (not recognized by the EMA), it is equally true that travel to these countries is not subject to restrictions.
