The assembly approved the “core zone” specification. It will be much more complicated to get hold of buildings built before 1954
VITTORIO VENETO. The buildings built in the area of the “core zone” before 1954 are under protection, indeed restricted. They are on the Vittorio Prosecco hills, between Cozzuolo, Confin, Formeniga and Manzana, then in the Valle dei Fiori. The plaster cast was voted on by the municipal council of Vittorio Veneto, on Friday evening, which unanimously adopted the variant to the Prg regarding the adaptation to the technical specifications of the Unesco site “The hills of Prosecco”.
I vote in favor, but with some stomach ache, especially in the Democratic Party, because – as the group leader Marco Dus explains -, from now on putting a hand to the recovery and redevelopment of these environments, even if they are stables, will become a cumbersome problem.
And, above all – insists the manager dem – they risk to remain standing, just as they are, stable that would eventually be knocked down because of absolutely no value. The problem is above all procedural. Do you have to refurbish a stable, fix a stavolo, take a new bathroom as an extension of the old peasant house?
From now on, the owner must present himself in the Municipality with the “knowledge project” which involves: the metric and architectural survey, also in 1: 100 scale, the photographic survey, the reading of the historical processes of formation and transformation, the reading of environmental and landscape characters. In truth, the variant is in a certain sense also comprehensive: “The knowledge project is indicated in the presence of buildings, albeit of modest value, but close to monumental complexes or in any case of architectural value”.
Numerous other prescriptions. Mirella Balliana and Alessandro De Bastiani, sharing the principle of landscape protection underlying UNESCO protection, suggested not limiting the specification to the “core zone” but extending it to the “buffer zone”, as Susegana wisely did, in their opinion.
But their extensive proposal did not pass; please note that the “core zone” of Vittorio Veneto is one of the largest in the Unesco territory.
De Bastiani in particular recalled, among other things, that the Valle dei Fiori in the past has been hammered by excavations, wood cuts, expansions of vineyards, buildings and cellars that have changed the landscape. It is absolutely not true – the deputy mayor Gianluca Posocco and the adviser Varaschin of the League objected, if anything they have improved it.
De Bastiani insisted and at this point the prime minister, Paolo Santantonio, was charged with organizing a field visit of the entire municipal assembly.
The city council also addressed other issues, such as delicate prospect of three social housing apartments that the Municipality should have in the Meschio area. To the minorities who raised the problem, the mayor Antonio Miatto specified that this perspective just does not arise. At the center of a lively debate, animated by the former mayor Roberto Tonon, there was also a banal correction of an accounting error, with respect to which the president of the Board of Auditors clarified that it is not in the its powers to intervene.
