Poverty is changing. This is told by Maria Grazia Binda in charge of the inclusion and territorial services area of the Inrete Consortium, which brings together 42 municipalities from the Eporediese to the Valchiusella.
«Currently – he explains – we follow more than 600 beneficiaries of citizenship income. We have noticed an increase in applications and a change of audience of beneficiaries following the health emergency. These are people and nuclei previously unknown to the services and who found themselves unemployed, without continuity in their work following the pandemic ».
At the end of 2020, the Inrete Consortium was dealing with 3,293 people, an increase, but not substantial, compared to 3,288 in 2019. But these are numbers that should not be deceiving, because the complexity of the cases changes. Poverty is confirmed as a multi-dimensional phenomenon. “They come to us for anything – he explains -, from educational issues to health, maybe they can’t afford to pay for the medicines. There are those who involve us for bills, those for the housing emergency, from rents to mortgage payments. Poverty affects all aspects of life and is a very complex issue ». To combat it, the State and the Region have provided specific resources, in some cases already distributed to local authorities.
«They have been allocated – underlines the president of the Consortium Ellade Peller – on emergency income and on housing support. Then there is the fund that the state has allocated to the municipal coffers for interventions in this sense. There is the awareness that a much greater effort is needed than in the past ».
ciss 38 and the long wave of the pandemic
The confirmation that the problem of poverty is multifaceted comes from Ciss 38, under which 41 municipalities of the Alto Canavese from Rivarolo and Cuorgnè to the Orco and Soana valleys are united. «Not only economic discomfort emerges – explains the president Carla Boggio -, but also psychological and physical in the relationships between parents and children and between spouses. On this the social service intervenes in the round ». The emergency numbers are told by the vice president Nicoletta Bellin. “In the first six months of 2020 we were following 2,834 cases, at the end of the year there was an increase of about 11%. The perception is undoubtedly that the curve is going up and is destined to go up for a long time ». The earners of citizenship income followed by social services in the area at the end of 2020 were 295. Here, too, they require a bit of everything: from paying bills to school transport. “They are also people from different cultural backgrounds – explains Bellin -, who didn’t show up before”.

The smaller the territory in which Cissac intervenes, but the percentage numbers are perhaps even more significant. An area of about 40 thousand inhabitants, Caluso and Strambino the only municipalities above 5 thousand. «Since the beginning of the year – says the president Savino Beiletti -, we have been following 142 families with citizenship income, certainly on the increase compared to, in all there are 290 people, 40 families have minors inside. We take care of 70 more units in all, many compared to our average ». Beiletti is keen to emphasize the housing emergency. “We have gone from about 2 or 3 cases a month – he says – to about thirty. It is true that the eviction is not carried out, but the process works anyway. When the blockade comes off, after the layoffs, we risk facing a worrying situation. So we voted on a territorial mapping assignment to understand if there are structures owned by the municipalities that can be used. We are looking for solutions ».
