A security strategy framed in prevention, with an elite intelligence group, made up of experts from different institutions, was one of the conclusions of the first expanded security council held in Cesar, cited by Governor Elvia Milen Sanjuán Dávila . “We will unify efforts to combat crime in all its forms. Each institution will provide the Office of the Government with one of the most experienced people it has, so that we can merge that team and put it at the disposal of the National Directorate of the Police, which will help us in the construction of the comprehensive strategy for Cesar,” the governor noted.

The mayor of Valledupar, Ernesto Orozco, emphasized that the security strategy derived from this security council translates into “a good advance, a good start for everything we have designed to provide security to Valledupar and the department. “That will result in benefits for citizens.”

Likewise, Governor Elvia Milena Sanjuán concluded that “the minimum immediate investments required to activate the Metropolitan Police must be determined. In addition, that the municipality study the possibility of exonerating the Police from paying property taxes for the Metropolitan.”

For his part, the commander of the Cesar Police, Colonel Eduardo Chamorro, ratified the effort of his institution, in response to the call for joint work from Governor Elvia Milena: “the commitment has always been there. There is articulated work between the administrations, the Army and the Prosecutor’s Office for the benefit of the security of all the inhabitants of Cesar.”

From the meeting, in which they will walk together to establish the security agenda, the factors that alter public order in the department were determined.

Among those attending the expanded security council were congressmen from the second, fifth and fourth commissions, among them Senator Imelda Daza, who stated that: “We insist that the way to overcome all this violence is dialogue, agreement and subjugation of criminals who do not have a political character. We must insist that total peace is the way to overcome violence in the country; “You have to have the tolerance and patience to insist on this purpose.”

Likewise, the governor emphasized that “it is urgent to address the situation of overcrowding in temporary detention centers, because it generates insecurity in the department. “We will make a request to the director of Inpec to receive highly dangerous criminals in the Judicial Prison.”

Another situation to be evaluated, which appears on the priority agenda, is that related to freedoms due to expiration of terms, for which an upcoming meeting with delegates from the Judicial Branch will be promoted.
