The government, through its adoption on Thursday of several legal texts in relation to the education sector, expresses its firm political will to put an end to the contract system, since the start of the dialogue through the formation of a commission tripartite ministerial under the supervision of the Head of Government, affirmed the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas.

In response to a question during a press briefing following the meeting of the Government Council, Mr. Baitas indicated that the adoption of a draft decree and two draft laws concerning the sector represents “ an exceptional moment”, because it puts an end to the contract system.

The Executive, through this step, has laid the foundations for a new partnership with the education body to pursue the expected reform as part of the major transformations the country is experiencing, he added.

The Governing Council adopted, on Thursday, a draft decree and two bills as part of the legislative measures planned to materialize the conclusions of the agreements signed on December 10 and 26, 2023 under the supervision of the Head of Government Aziz Akhannouch, with the most representative education unions within the framework of sectoral social dialogue.

Cereals and legumes: the Government Council adopts a draft decree on the performance bond for import operations

The Government Council, meeting Thursday in Rabat, adopted draft decree No. 2.23.728 modifying and supplementing Decree No. 2.13.820 of 16 Moharrem 1436 (November 10, 2014) relating to the guarantee of good execution of operations. import of cereals and legumes.

Presented by the Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, Mohamed Sadiki, this draft decree aims to improve the quality of services provided to importers and exporters of cereals and legumes, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing following the Council.

Concretely, the said project aims to modify and supplement Decree No. 2.13.820, with a view to canceling the receipt issued by the National Interprofessional Office for Cereals and Legumes (ONICL) against the prior import declaration, in case of non-completion, by the importer, of any import operation within 120 days following the import deadline declared by the importer and which appears on the aforementioned receipt, detailed the minister.

It is also a question of broadening the scope of the exemption from the deposit of the performance bond, which currently benefits imports of cereals and legumes placed under customs regimes, to include import operations of cereals and legumes carried out by or for the benefit of embassies and diplomatic representations in Morocco, as well as operations carried out within the framework of calls for tenders launched by ONICL, relating to the execution of commercial agreements concluded between Morocco and its partners, he added.

The Governing Council adopts a bill on the subjection of AREF statutory executives to the civil pensions system

The Government Council, meeting Thursday in Rabat, adopted bill No. 04.24 modifying and supplementing Law No. 01.21 relating to the subjection of the statutory executives of the Regional Education and Training Academies (AREF) to the regime of civil pensions established by Law No. 011.71. Presented by the Minister Delegate to the Minister of Economy and Finance, in charge of the Budget, Fouzi Lekjaa, this project aims to modify said law n° 01.21 to adapt its title and the provisions of its sole article to the provisions of Law No. 07.00 establishing AREFs, in particular Article 11 which is the subject of a proposed repeal under Bill No. 03.24, by replacing the term “Statutory Frameworks” with the term “Civil servants”, explained the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing following the Council.

The Government Council approves a bill amending the law creating AREFs

The Governing Council approved, on Thursday, bill No. 03.24 amending Law No. 07.00 establishing the Regional Education and Training Academies (AREF), presented by the Minister of National Education, Preschool and of Sports, Chakib Benmoussa.

Speaking at a press briefing at the end of the Council, the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, indicated that this text is part of the legislative measures planned to materialize the conclusions of the agreements signed, on December 10 and 26, 2023 under the supervision of the Head of Government Aziz Akhannouch, with the most representative education unions within the framework of sectoral social dialogue, in particular those conferring the status of “civil servant” to all workers in the sector, including those recruited in accordance with the provisions of Law No. 07.00 establishing the AREFs as amended and supplemented.

And to add that this bill will make it possible to put in place the legal framework necessary for the adoption of the name “civil servant” instead of “human resources” in all the articles of the new statute, which was developed as part of a participatory approach with the most representative education unions and the tripartite ministerial commission set up by the Head of Government.

According to the minister, this text mainly aims to modify the provisions of article 11 of law 07.00 establishing the AREFs as amended and supplemented.

The Government Council adopts a draft decree withdrawing the decree-law amending the law on AREFs

The Government Council, meeting on Thursday, adopted draft decree n°2.24.62 withdrawing decree-law n° 2.23.781 of October 5, 2023, modifying law n° 07.00 establishing the regional academies of education and training (AREF).

Presented by the Minister of National Education, Preschool and Sports, Chakib Benmoussa, this draft decree is part of the measures taken by the government to implement the provisions of the two agreements concluded on December 10 and 26 2023 between the government and the most representative education unions concerning the unified status of National Education civil servants, in particular those conferring the status of public civil servant on all National Education staff, including teachers -executives, recruited since 2016 at the AREF level, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing held at the end of the Council.

The Governing Council, meeting Thursday under the chairmanship of the Head of Government, Aziz Akhannouch, followed a presentation on “The general orientations of digital development – ​​Maroc Digital 2030”.

Presented by the Minister Delegate in charge of Digital Transition and Administration Reform, Ghita Mezzour, this presentation was an opportunity to highlight the foundations of the general orientations of the “Maroc Digital 2030” strategy, which intervene in application of the enlightened vision of His Majesty King Mohammed VI, who urged optimal investment in the vast development opportunities offered by the digital transition, reported the Minister Delegate in charge of Relations with Parliament, spokesperson of the government, Mustapha Baitas, during a press briefing held at the end of the Council.

These foundations are also in line with the High Royal Guidelines calling for accelerating the pace of digitalization in order to bridge the gap in this area and take advantage of the digital boom that the world is experiencing, underlined Mr. Baitas, adding that Ms. Mezzour highlighted the main achievements made by the Kingdom in the digitalization process.

The Minister Delegate in charge of Digital Transition and Administration Reform also clarified during this presentation that the general orientations of digital development are based on two foundations, namely the digitalization of public services and the impetus for a new dynamic in the digital economy with the aim of producing Moroccan digital solutions and creating added value and jobs, concluded Mr. Baitas.

Domestic cattle: the Government Council adopts a draft decree on the suspension of import duties

The Government Council, meeting Thursday in Rabat, adopted draft decree No. 2.24.64 relating to the suspension of import duties applicable to domestic cattle. The Governing Council approves proposals for appointment to higher positions

The Governing Council approved, on Thursday, proposals for appointment to higher functions, in accordance with the provisions of article 92 of the Constitution.

At the level of the Ministry of National Territorial Planning, Urban Planning, Housing and Urban Policy, Ms. Hind Benzha and Safaa Boumrah were appointed, respectively, Director of programming, efficiency and monitoring the activities of establishments and public enterprises and Director of city policy and support for territorial development, while Mr. Idriss Bouzerzait was appointed Director of Innovation, education and training, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing following the Council.

At the Ministry of Equipment and Water, Mr. Ahmed Skim was appointed Director of Strategy and Financing.

At the level of the Ministry of Health and Social Protection, Mr. Badr Serji was appointed director of the Mohammed VI University Hospital Center in Oujda.

At the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, Ms. Asmaa El Hamzaoui has been appointed Director of Production Chain Development.

At the Ministry of Digital Transition and Administrative Reform, Ms. Latifa Guerrouj and Ikram Himmi were appointed, respectively, Director of digital integration and digital skills development and Director of administration organization .
