Rome, 3 June 2022 – The EU Council formally adopted the sixth package of sanctions against Russia. The relevant legislative acts will soon be published in the Official Gazette. As announced, the EU has decided to ban the purchase, import or transfer of crude oil and certain petroleum products from Russia to the EU. The phasing out of Russian oil will take from 6 months for crude oil to 8 months for other refined petroleum products. There is a temporary exception for imports of crude oil via pipeline to those Member States which, due to their geographical situation, suffer from a specific dependence on Russian supplies and have no viable alternatives. These are Hungary, Slovakia and the Czech Republic. Bulgaria and Croatia will benefit from temporary derogations concerning respectively the import of Russian crude oil and vacuum gas oil (it is a type of jet fuel, crude oil distilled and then condensed into a liquid) . The duration of the exceptions will have to be established by the European Council subsequently. But what are the sanctions on Russia? The list also extends the existing ban on the provision of Swift specialized financial messaging services to three additional Russian credit institutions – the largest Russian bank Sberbank, the Credit Bank of Moscow and the Russian Agricultural Bank – and the Bank of Belarus for development and reconstruction. As for oil, the blocking of imports by sea affects two thirds of the total EU imports from Russia of this raw material. Taking into account that Germany and Poland have undertaken not to benefit from the exception regarding imports by land, the block will affect 93% of Russian oil imports by the end of the year, according to data from the European Commission.
