The Northern League senator was elected with the proportional: there will be no supplementary elections, the subrogation takes place by scaling to the first of the non-elected. But the League, in Veneto, has already brought all its 2018 candidates to parliament, the Junta for the Senate elections will have to draw from the coalition.
There will be no by-elections to reassign Paolo Saviane’s seat. The Belluno senator had in fact been elected to a multi-member college (Veneto 1: Venice, Belluno, Treviso and Rovigo), the subrogation must therefore proceed by scaling to the first of the non-elected. Which is not there, big problem. To be resolved with a double relay within the coalition, within the borders of the Veneto.
The success of the League in 2018 was so extensive that the entire list of four candidates was elected: Saviane, Vallardi and Pizzol with the proportional and Fregolent in the uninominal for which it ran in parallel. No candidate to fish out even in the League’s list of the other Venetian college, even there all elected, as well as in the single-member challenges. What to do?
The precedent of Sicily in which M5s drew one more seat in the polls than the candidates it had, was resolved in the Senate with the proclamation of the best-placed candidate by the same party in the rest of Italy, but only after a very tense debate. But it is a deceptive precedent: the M5s had no allies in the coalition, the League did. The dispute within the council for the elections is announced to be fought, but an expert like Paolo Feltrin, director of the regional electoral observatory, has no doubts about the fact that the seat will go to an ally in Veneto. Defining who it is, runs up against a further complication.
The numbers determined by the votes indicate the Forza Italia list in the same Veneto 1 constituency, but not even from there it is possible to draw: all already elected. Following, Brothers of Italy who in Veneto 1 have a candidate who can enter Palazzo Madama, Bartolomeo Amidei, of Rovigo. Will he be the new senator? Or the council will rather decide to move the seat to the Veneto 2 college, where Forza Italia has one last candidate left out, Luigia Modonesi, also from Polesine? In the council, and in the Chamber, bitter disputes are announced.
