For almost thirty years the Nigerien general Moussa Barmou worked, trained, and studied with Pentagon officials, one of those long-standing international friendships that US Defense encourages to have influential officers in the jobs that matter in turbulent countries — another example is the Libyan general Khalifa Haftarwho has lived in the United States long enough to take a US passport.
