Penalty discount for Syrian refugees if they return home: the proposal that divides Germany

BERLIN – A proposal from the German Interior Ministry has sparked a wave of indignation and is splitting the government Merkel. The undersecretary Helmut Teichmann revealed that the ministry led by Horst Seehofer (Csu) is thinking of “offering Syrians who are currently in prison a penalty discount if they leave Germany” to return home.
