The Service Time Guarantee Fund’s digital platform guarantees more efficiency for workers and employers and starts operating today, March 1st, being responsible for all monthly FGTS collection and severance payments. The new technology uses information from eSocial as a database, features a 100% web interface and several options for generating guides.

In total, 4.5 million employers will use the platform to manage the data of more than 50 million workers. O FGTS Digital it will simplify the declaration processes, issuing guides and the safe individualization of the fund’s beneficiaries. There are ten systems that will go into operation simultaneously to handle the issuance of 6 million monthly guides and an annual collection of more than R$13 billion.

Work carried out towards the digital transformation of the country

The superintendent of Serpro’s Economic and Financial Clients, Cristiane Drumond, whose team facilitated meetings between the ministries, Caixa and the various areas of the state-owned company, celebrated the synergy in the evolution of the FGTS Digital project. “The positive and constructive interaction made it possible to develop the planned solutions in the expected manner and within the expected time. Serpro further strengthens its partnership with the Ministry of Labor and Employment and begins to reach more citizens and companies in the country”, said Cristiane. The project began in 2020, with evolutions and several deliveries year after year, until the entire set of platform solutions went into production on March 1st.

According to Serpro’s Business Manager in Solutions for Tax Bookkeeping, Labor and Guarantee Fund, Arnaldo Santana, one of the main challenges faced by the company was creating a solution that digitally transformed the user experience, which is all employers in the country. , so that it would be something much more simplified, less bureaucratic. “The employer needed to forward different files to fulfill the obligation to pay the FGTS deposit of its employees and this took a certain amount of time, consumed resources, money”, he reported. “Today, a solution begins to operate that replaces the previously used system, so that employers are able to carry out all their obligations under the FGTS in a more simplified and less bureaucratic way”, added Arnaldo.

The implementation and operationalization of the solution brings great pride to the Serpro team, as highlighted by Serpro’s Farm and Labor Development Superintendent, Edvanessa Silva. “A major milestone in the company’s contribution to the government’s digital transformation, as well as the simplification and debureaucratization of processes related to the FGTS. The superintendence teams played an essential role in conducting the specifications, building the product and monitoring approvals with the customer and partner companies, seeking to provide the best experience for the user. “We took advantage of the know-how and knowledge already consolidated in serving the Brazilian Federal Revenue and with the support of experts, we designed a robust architecture to guarantee the sustainability and resilience of the solution”, explains Edvanessa.

Among the challenges faced in developing the platform, the superintendent recalls some: specifying and aligning understandings about the complex nature of the FGTS; seek the best architectural solutions in order to deliver a product that meets the expectations of the customer and society, with significant improvements in relation to the solutions available until then; and meet the expectations of deadlines and commitments of all interested parties (Serpro, Labor Inspection Secretariat, Caixa and Digital Government Secretariat), with a strategy of gradually and progressively validating the solution by government entities and employers.

“The main difficulty was developing a set of systems, ten in total, integrated with each other and with Caixa systems, in order to completely replace the tool currently used to collect FGTS. We managed to overcome these problems thanks to the commitment of Serpro’s multidisciplinary teams, with the collaboration of Labor Tax Auditors from the Labor Inspection Secretariat and Caixa employees”, adds Cristiane Drumond.

Services and data infrastructure

Data Center Superintendent, Elaine Kato, says that building the new FGTS was, at the same time, challenging and rewarding. “The main FGTS Digital database was implemented in the Serpro Government Cloud concept.” She informed that the main challenges for launching FGTS Digital were the management of the various work fronts to make deliveries in a timely manner, the agility in making the service available in production in advance, the complexity of configuring IT environments, the provisioning of bank resources, given the diversity of solution technologies and the expected volume of use, storage and backup, “in addition to other activities such as proactive monitoring, handling incidents and structuring service to the target audience of approximately five million employers”, he added.

The Serpro Data Center Integration and Delivery Management manager, Alexandre Improta, shared that the infrastructure team’s performance was very close to the development, business and supplier teams, with the aim of making all the necessary resources available in the concept of Serpro Government cloud. “In addition, there was strong integration between multidisciplinary teams from infrastructure, architecture, acquisition, network and security to provide a secure and resilient environment,” he describes.

“This is another delivery of great relevance, which demonstrates Serpro’s ability to deliver and operate critical services for society”, adds Improta. Regarding the requirement to keep the solution updated and proactive, he says that Serpro invested in infrastructure resources, in addition to the allocation of a highly qualified technical team with experience in supporting structuring services. “With these factors, we guarantee the support of the solution and efficient data management”, confirmed the Serpro manager.

Serpro technology at FGTS Digital

Serpro, with its extensive expertise in large databases, is responsible for the following services on the platform: production, hosting and support of IT solutions; software development; technical consultancy; cloud hosting with Serpro Multicloud; and user support. Caixa will continue to manage the worker’s linked accounts.

To keep the solution updated and proactive, the state-owned company will use the most current and appropriate technologies to process this large volume of data, benefiting from its experience in managing large federal government systems.

The government’s expectation with the new system is to generate savings for companies, by reducing bureaucracy and time to feed FGTS information, and provide more transparency about the fund’s deposits for workers.

The new platform is in partnership with the Ministry of Finance, Ministry of Management and Innovation, Board of Trustees of the Service Time Guarantee Fund (CCFGTS), Serpro and Caixa.
