Among the civilian dead were the wife and children of a Los Angeles firefighter, Captain Gordon “Gordy” Brewer (Arnold Schwarzenegger), who were also injured in the explosion.

Suddenly, there was a tape containing video footage that was sent to the US Department of State. In the video, the masked man who nicknamed himself El Lobo or The Wolf claimed to be responsible for the incident.

El Lobo emphasized that the bombing he carried out was a response to the oppression of the Colombian people which was rooted in the United States.

Based on El Lobo’s track record and characteristics, the FBI believes that the terrorist is the number one fugitive named Claudio Perrini.

Until finally a CIE agent named Peter Brandt (Elias Koteas), who served as Chief Coordinator in the Colombia region, received a strong reprimand from the Supervisory Committee. CIA operations in Colombia were also stopped.

Furious, Brandt immediately headed to the city of Mompós and met with his allies to plan a major attack on Claudio and his guerilla forces.

Frustrated by political interference regarding the investigation, Brewer finally decides to go alone to Colombia to hunt down Claudio and avenge the death of his wife and child. But unfortunately, he was arrested for entering the country illegally.
