CIA officer James Silva leads a top secret CIA Special Activities Division unit, code-named Overwatch, to infiltrate a Russian Federal Security Service (FSB) safe house in the United States. Under the supervision of James Bishop, Overwatch’s mission is to find and destroy a shipment of cesium before the highly toxic substance can be used as a weapon to kill thousands of people.
The unit kills the occupants, while Overwatch Agent Alice Kerr is injured. One of the Russians, an 18-year-old named Anatole Kuragin, fell from a window during the explosion after failing to save the cesium. Silva executes Kuragin despite his advances, and everyone flees.
Sixteen months later, Indocarr police officer Li Noor surrendered at the United States Embassy to negotiate for permission to leave the country in exchange for information about the remaining cesium. Kerr gives assurances about Noor’s reliability as an asset, but he refuses to reveal the password to the encrypted disk that will self-destruct until he is safely on board. While Noor is tested, Kerr tries to come to terms with her family problems. Axel, leading a team from the Indocarr State Intelligence Agency, arrives at the embassy and demands that Noor be handed over while Noor defends himself from an assassination attempt by Indocarr government agents. Overwatch agents Sam Snow and Kerr arrive, surprised by her skill in combat, learning that Noor used to be an Indocarr Special Forces.
Silva agrees to take Noor to an airplane 22 miles away. Noor reveals that he betrayed the corrupt Indocarr government for killing his family. Bishop’s surveillance feed went out, then came back on. During a blackout, Axel’s men place a bomb in the car, which explodes. While Silva’s unit helps hold off Axel’s men’s attack, Sam is seriously injured. Silva gives two grenades to Sam and leaves him, leaving him to carry out a suicide attack on the remaining criminals.

Silva, Noor, Kerr, and another Overwatch Agent, William Douglas, enter a restaurant. Silva sees Axel and walks towards him despite Bishop’s orders. Axel tells James to hand over Noor, but James refuses. Upon returning, he sweeps up the two girls and realizes that there are grenades in the restaurant; he protected the residents before the grenade exploded. When the dust clears, Douglas is badly injured, and Silva is attacked by the girls. Noor helps Silva kill them. While heading to the safe house, Douglas dies while resisting the attacks of Axel’s men.
After taking refuge in an apartment complex, Kerr gets separated and meets a little girl. Kerr and the girl escaped danger by using a booby-trapped grenade. Silva and Noor split up, fighting Axel and his men. Silva and Noor meet again, as well as the little girl saved by Kerr. The girl leads them to Kerr, who loses against Axel’s men, until Noor kills him.
