Venezuelan Vice President Delcy Rodríguez was spotted at Barajas airport in Spain in January 2020, despite being under a European Union travel ban at that time. The image, obtained by EL MUNDO, shows Rodríguez being escorted by police to a plane to leave Spain. The airport transit zone was determined to not be national territory, allowing the government to avoid controversy. Rodríguez and her lieutenant Kenny Antonio Díaz were escorted by National Police and Civil Guard vehicles to board a Qatar Airways flight to Doha. The incident raised questions about the enforcement of the EU travel ban on Rodríguez.
