Arcadis, the world‘s leading consulting firm, recently released the 2022 Sustainable Cities Index (SCI), which assesses the prosperity of 100 cities around the world. The Norwegian capital Oslo leads the index, followed by many European cities. Tokyo, Seattle and San Francisco also rounded out the top ten. A total of 10 cities in China were selected.

SCI ranks cities according to the three pillars of sustainable development: “Planet, People and Profits”. Together, these pillars of 26 indicators and 51 criteria mark the city’s overall prosperity and reflect the intertwining services and outcomes that cities need to consider in pursuit of the SDGs. The study also highlights strengths and opportunities in selected cities.
“Planetary” (environmental) indicators include: 1. Immediate needs of citizens (air pollution, green space, waste management) 2. Long-term impacts (public policies, energy consumption and greenhouse gas emissions) 3. Investment in low-carbon infrastructure (maybe renewable energy, sustainable transport).
“People” (social performance, quality of life) indicators include: 1. personal well-being (health, education, crime) 2. work life (income inequality, work-life balance) 3. urban life (public transport infrastructure reliability, broadband, Wi-Fi availability).
“Profit” (assessing the business environment and economy) indicators include: 1. Affordability 2. Commercial transportation infrastructure 3. Economic performance (ease of doing business, ease of doing things in the economy, economic development, employment) 4. Business fundamentals Facilities (access to reliable electricity, connections).
While the top ten cities have the highest combined scores, no city ranks in the top ten across all three pillars. This shows that excellence in one category alone is not enough for long-term prosperity. As cities scramble to meet Paris Agreement commitments by 2030, equal emphasis on each pillar will have the greatest impact.

John Batten, Arcadis Global Cities Director, said: “Each city is unique, with its own strengths and weaknesses. There is no single solution that can make a city sustainable. Having a Chief Sustainability Officer and an EV charging network will help, but there are other interconnected challenges, such as housing affordability, income equality, that need to be addressed by cities for lasting progress.
The 2022 edition of SCI, the fifth SCI for Arcadis, takes a holistic view of sustainable urban development, highlighting the changing challenges facing cities. The selected cities were selected to provide an overview of the global urban environment, geographic coverage, economic diversity, future growth expectations and sustainability challenges. Arcadis experts assessed the indicators and selected criteria based on the information available in all cities and the credibility of the sources.
