KIEV – “A disaster”, says Andriy Petrenko, a 36-year-old engineer, coming out of the registry office of the Shevchenkivsky ward, in Kiev, with his hands in his hair. “I had to certify a civil act. Nothing, everything blocked, nothing works”. Inside, a queue that never ends. “It’s the fault of the hackers. The Russians, you know … they attacked us tonight,” explains an employee, spreading his arms.
They call it “hybrid warfare”.
