Podoljak, an adviser to the Ukrainian President’s Office, said on March 30 local time that Russia no longer used ultimatums in negotiations because of the results achieved by the Ukrainian army. Podoljak stressed that maintaining Ukraine’s territorial integrity is in no doubt and that a referendum on a peace treaty can only take place after Russian troops have withdrawn to their positions on February 23. Only after a referendum can a peace treaty be ratified by national parliaments.

Podoljak also said that the old international system of preventing aggression has failed and new effective mechanisms need to be established.
