The moment of the inauguration of the Voting Organizing Group (KPPS) in the Special Region of Yogyakarta (DIY) sparked polemics. KPPS members complained about consumption which was deemed inappropriate and even transportation money.
This condition occurred in Sleman, Bantul and Kulon Progo Regencies. The following is a summary of the news detikJogja.
KPPS Sleman
The inauguration of KPPS in Sleman Regency on Thursday (25/1) went viral on social media and sparked polemics. This is because KPPS members complain that they get minimal snacks, and these are usually at lelayu events (mourning the dead).

The news went viral on X’s social media. One of them was uploaded by the X account @your****, Thursday (25/1).
“The district KPU class provides food for the simultaneous inauguration of KPPS throughout the district like this? There is no money for transport or lunch anymore. Snacks are not much different from snacks in lelayu @KPUSleman @Humas_KPUDIY @KPU_ID @IniSleman,” he tweeted.
Chairman of the Sleman KPU Ahmad Baehaqi provided clarification. In a written statement received, Friday (26/1/2024), Ahmad apologized for consumption that was deemed inappropriate during the KPPS inauguration moment.
“The Regency KPU apologizes for the incident of inappropriate snack consumption,” explained Baehaqi.
He then explained that his party provides food for the inauguration of prospective KPPS members through third parties or vendors registered in the e-catalog. It turned out that the vendor had sub-submitted the procurement again without the knowledge of the Sleman KPU.
“The vendor argued that if it was not submitted, it would not be able to serve the 24,199 KPPS member candidates who were inaugurated. So, what was presented was inappropriate,” he said.
“In fact, before the day of the inauguration, in a meeting, the vendors had conveyed their commitment regarding consumption specifications and the ability to serve the number of those inaugurated. And the Sleman KPU had warned about potential problems serving the number of inaugurated KPPS member candidates spread across 86 sub-districts,” he added.
Another problem is related to the budget. Initially the budget was IDR 15 thousand per person, but in practice it became IDR 2,500.
“The consumption budget per prospective KPPS member during the inauguration is IDR 15 thousand net after tax, but the presentation recognized by the vendor is IDR 2,500,” he said.
On the other hand, regarding complaints about transport money, Baehaqi said there was no budget ceiling for inauguration transportation at the Sleman Regency KPU. The existing transportation budget ceiling is during technical guidance.
Due to this incident, Baehaqi took firm steps by imposing sanctions in the form of terminating the contract on the vendor.
“After clarifying, the Sleman KPU has taken firm steps by imposing sanctions in the form of terminating the contract to the provider or vendor because they have reneged on the agreement or defaulted, and will not use the service in question again in the future,” he explained.
As a result of this problem, hundreds of Sleman KPPS members raided the Sleman KPU office. They brought various kinds of posters expressing their disappointment with the food provided.
They came to the Sleman KPU office carrying a number of protest posters. Some of them read ‘KPU Ketegelen’, ‘KPPS Is Not a Cash Cow’, ‘KPU Sucks Up Ora Cetho’s Budget’, ‘KPPS Consumption Ra Quality!!!’, and others.
Action coordinator Sukiman said they came to convey complaints regarding snacks. Including questions regarding transport money.
“Snacks are generally considered to be no longer standard, so they are not reasonable. So when snacks are not reasonable, another question should be ‘why doesn’t Sleman have transport’,” said Sukiman when met by journalists at the Sleman KPU office, Friday (26/1).
Apart from submitting complaints, Sukiman, who is also the Chair of the Sleman Dukuh Association ‘Cokro Pamungkas’, said that their arrival also reminded the KPU not to repeat mistakes in the 2019 Election. At that time, the honorarium for the KPPS was late in disbursement. According to Sukiman, this is necessary for the election to be carried out well and successfully.
Separately, Sleman KPU Secretary Yuyud Futrama explained that transportation money was not provided during the inauguration. However, he emphasized that during the technical guidance, each KPPS member received transport money along with lunch and snacks.
“For KPPS friends’ consumption at the technical guidance, it will be facilitated by the PPK secretary or the Camcam Secretary. Then there is no transport for the inauguration, the Republic of Indonesia KPU only provides it for the inauguration. But for tomorrow’s technical guidance there is transport for food and snacks,” he said.
KPPS Bantul
The inauguration of the Bantul Regency KPPS was also marked by complaints about inappropriate consumption.
“Jan yo inauguration of kpps ngene ki yo wangun??? @KPU Bantul. Is it worth the price of 25,000 with side dishes like this? If consumption had been handed over to the respective PPS from the start, the consumption would have been clearer,” wrote the X account @merapi_uncover as quoted detikJogja.
However, some time later the post was no longer on the timeline of the X @merapi_uncover account. Currently there are only posts left containing photos of food in box containers, here are the contents of the posts:
“Photos that can be felt, what’s new about the new inauguration,” said the X account @merapi_uncover.
The Bantul KPU admitted that it had summoned the vendor as the food provider for the KPPS inauguration who provided inadequate side dishes that went viral on social media.
Chairman of the Bantul KPU, Joko Santosa, said that the KPU had entered into a cooperation contract with a food supply vendor. Where the vendor provides consumption and technical guidance (bimtek) for KPPS.
However, yesterday Thursday (25/1) the vendor made a mistake so the Bantul KPU had time to clarify. This mistake, said Joko, was different from the side dish problem that went viral on social media.
“So before it went viral, there was an error from the vendor and since 12.00 WIB they had called the vendor because of delays in consumption in Pleret and Banguntapan. Even when KPPS came home the snacks had just arrived,” he told detikJogjaFriday (26/1).
Furthermore, only mid-afternoon a post appeared on X’s social media regarding consumption at the KPPS inauguration that did not meet standards. From there, the KPU carried out an investigation and it turned out that this happened in Kapanewon Sanden.
“Not all of the rice boxes that went viral are below standard like that. Of the 75 sub-districts, there are still many that have good standards, but Sanden said there are some that are below standard,” he said.
“Because we were afraid of disturbing the technical guidance, we also stopped collaborating with the vendor. So, we gave the technical guidance to KPPS friends to look for partners (for consumption) in their respective sub-districts up to Kapanewon,” he said.
Apart from that, Joko also revealed that the vendor used too many subs for each job. Regarding this matter, the KPU found out during a chat with the vendor, but the KPU did not expect that the sub would still be subbing again.
“But then this vendor had a KSO (operational cooperation) sub, sub, that’s the story. But it turns out the sub was subdivided again and there was a possibility that something went wrong with the sub,” he said.
“If it’s like that in Bantul, that’s what causes the quality (of consumption at the KPPS inauguration) in Sanden to be like that,” continued Joko.
Regarding the details of the consumption budget, Joko revealed that the inauguration of KPPS and KPPS technical guidance were indeed different. The reason is, the assumption is that the KPPS inauguration will take less than four hours, so the KPU will only provide one type of consumption with a budget of IDR 25 thousand and transportation money of IDR 35 thousand.
“For the technical guidance, the assumption is 7 hours, so we will give Rp. 13 thousand for snacks and Rp. 25 thousand for food and Rp. 50 thousand for transportation for each KPPS,” he said.
KPPS Kulon Progo
The Kulon Progo hamlet association or commonly called Madukoro visited the local KPU office. They wanted to ask for clarification regarding the polemic that occurred at the inauguration of the KPPS.
The polemic in question is the lack of transportation money for KPPS members who were appointed simultaneously last Thursday (25/1). Apart from that, it also questioned the consumption of events that were considered inappropriate.
“At yesterday’s inauguration, we felt a bit sorry for the welfare condition of the KPPS, where the KPPS is the spearhead of election success, we as KPPS were asked to obey the rules in accordance with the Election Law, but on the other hand, our concern for welfare was related to the inauguration, we took an oath “We only consume snacks which are within the budget for Rp. 15 thousand, but we estimate around Rp. 8 thousand. And there is no transport money,” said Madukoro Chairman, Risdiyanto Dwi Atmojo when met at the Kulon Progo KPU Office, Wates, Friday. (26/1) morning.
In fact, continued Risdiyanto, the majority of KPPS are casual daily workers. Therefore, they are permitted to work so that they can continue to participate in the inauguration in the hope that they will still be able to get transport money to replace the income they lost that day.
“In fact, the KPPS are residents, some of whom are casual daily workers, where they have permission to work. There are those who look after shops and so on. Of course, if it’s for daily use, of course their results will be reduced. So if we don’t have transport money, we feel sorry,” he said.
“That’s why we, in other words, the Madukoro Community, are filled with anxiety from our residents as KPPS officers. So today we went to the KPU, in essence we conveyed the concerns of KPPS officers,” he added.
This was confirmed by a KPPS member from Sentolo, Himawan. He admitted that he only got snacks worth Rp. 8 thousand at yesterday’s inauguration and no transportation money.
“Yesterday from the inauguration we only got snacks of around IDR 8 thousand. There wasn’t any money for transport,” he said.
“I got information about another place to get boxed rice and transportation money. It’s in another district,” he said.
Himawan hopes that the Kulon Progo KPU can pay more attention to the welfare of KPPS.
Separately, the Secretary of the Kulon Progo KPU, Widi Purnama, confirmed that at the KPPS inauguration yesterday his party only provided snacks and no transport money.
“We explained that from the start we did not provide transport for the KPPS friends who were inaugurated yesterday. Then the connection with meals was because the inauguration didn’t take long, so we didn’t provide lunch, so it was just snacks,” said Widi.
According to him, this also happened at the KPPS inauguration outside Kulon Progo. However, he did not deny that some regions still provide transportation and lunch money for inauguration participants.
“It’s the same in other places in DIY, there are three places. But two places have transportation,” he explained.
This, continued Widi, could happen because of differences in policies in each region. However, as of today, especially for the DIY region, policies regarding this matter will be harmonized so that similar incidents do not happen again.
