This decree stipulates that all the staff of the Holy See and related institutions specified in the order of the Vatican City State Council of the Holy See must hold a certificate of vaccination for the new crown vaccine, which is the so-called green pass, or hold a certificate issued in Italy Negative test certificate for the new coronavirus. The latter must be carried out in accordance with the frequency indicated by the Vatican City State Health Bureau, using molecular testing or rapid antigen testing. The related testing costs are not borne by the unit. These measures also apply to external collaborators, persons engaged in activities in these units under any title, employees of outsourced companies, and all visitors and service users.
In addition, the decree also stipulates that in addition to entrusting the inspection work to the Vatican Guard, each unit must also verify whether personnel comply with the regulations, formulate operating methods to arrange verification affairs, and assign special personnel to be responsible for inspection and notification of violations. If an employee violates these regulations and does not possess the required certification, the consequence will be forbidden to enter the workplace. In this case, the staff involved will be deemed to be absent from work without reason, and will not be paid during the absence, but the prepayment of social insurance, medical insurance and nuclear family allowance will be excluded.
At the end of the decree, it is stated that cases of possible exemption from these necessary certificates must be evaluated by the Vatican State Department in accordance with the recommendations of the Health Bureau.
