The goal of smoothing the third income tax bracket is shared by practically all, but the intervention would require resources that are currently to be found. It is therefore likely that the issue will be postponed to the delegated decrees or to the maneuvers of the next few years. The tax reform is destined to dominate the autumn debate, even if the measures of the enabling law that the government should present in September will have a practical translation diluted over time with the implementing decrees. Economy Minister Daniele Franco has already made it clear that the “keeping of public accounts” cannot be jeopardized. On the table there is also the tax collection reform, on which the Mef has already sent a detailed report to Parliament.
Competition, bill expected in the CDM in September
The new competition law, which suffers from the slots skipped at the end of July, will have to regulate the system of construction and management of strategic infrastructures, the removal of barriers to entry into the markets. But it should also have some simplifications given that it aims to push the production of renewables which is held back by the bureaucratic process. The competition bill, expected in the council of ministers in September, will contain measures for the competitions of local public services, transport included.
Energy, ports, waste and health will be the main chapters of the law, which should include tenders for the concessions of the port state-owned areas, measures on concessions for the distribution of natural gas but also an intervention for the liberalization of the sale of energy electric, with the addition of a boost to the construction of charging stations.
The procedures for authorizations for waste disposal plants should be accelerated, which will have certain times, probably not exceeding 15 days. Attention also to the distribution of drugs, to the regulation of bio-similar drugs and to the reimbursement of equivalents. Political disputes are already being announced on two fronts in particular: the bidding of local public services and the liberalization of hydroelectric infrastructures, the dams now entrusted to the Regions, on which the League has already turned up its nose in the past.
Citizenship income: tug-of-war in the majority between Lega and M5s
The future of citizenship income, closer to the hypothesis of a restyling than that of a blow in the sponge, promises to be the toughest battleground between M5s and Lega. A confrontation entirely within the majority, which will develop in parallel with that on exceeding Quota 100, the social security measure that this year will end the experimentation phase. And the first skirmishes have already been seen. At the time of the yellow-green government, income support and Quota 100 were in fact the measures on which the Count 1 alliance was based.
