On January 12, the State Council issued the “14th Five-Year Plan for the Development of Digital Economy” (hereinafter referred to as the “Plan”), proposing to strengthen the construction of digital infrastructure, improve the digital economy governance system, and continue to strengthen and optimize my country’s digital economy. economy, providing strong support for the construction of a digital China.

The “Plan” has pointed out the direction for the sustainable and healthy development of my country’s digital economy, with clear goals and a clear route, sounding the clarion call for a new era of my country’s economic development.

We have noticed that at present, the development of my country’s digital economy is facing some problems and challenges, such as insufficient innovation capabilities in key areas, the further widening of the digital divide between different industries and different groups, and the imperfect digital economy governance system. In view of this, the author believes that the development of digital innovation needs to overcome five barriers:

First, enterprises should increase innovation and accelerate digital transformation. After taking the initiative to collect a large amount of data, enterprises should improve the technical ability to mine and organize data, integrate data with production, sales and other links, and appropriately design the performance assessment of digital transformation. The “Planning” mentioned that the digital transformation and upgrading of enterprises should be accelerated, the digital transformation of key industries, industrial parks and clusters should be comprehensively deepened, and the transformation and support service ecosystem should be cultivated. We are delighted to see that many listed companies insist on building their independent innovation capabilities and provide mature digital transformation solutions for the industry.

Second, effectively bridge the digital divide between upstream and downstream. The digital transformation of an enterprise cannot be carried out in isolation, and requires the cooperation of upstream and downstream enterprises. Only by “opening up” the upstream and downstream of the industrial chain can the production efficiency be explosively improved, and finally the scale effect will be formed.

Third, the potential of data value needs to be fully released. The most obvious feature of the digital economy is personalization, that is, relying on big data for support, services are more precise and efficient. This requires enterprises to strengthen the integration of data resources and maximize the value of data elements under the premise of clear data ownership.

Fourth, the digital economy governance system needs to be improved urgently. The “Plan” points out that a coordinated and unified digital economy governance framework and rule system will be basically established, and the cross-departmental and cross-regional collaborative supervision mechanism will be basically sound; the legal and regulatory system that is compatible with the development of the digital economy will be more complete, and the digital economy security system will be further enhanced. . The author believes that the improvement of the governance system requires the joint participation of multiple subjects, and the means are the simultaneous development of economy, policy, law and market.

Fifth, the security protection of the digital economy needs to be strengthened. The digital economy is closely related to the economy and society, and its security affects the smooth operation of the economy and society. Are the content, ownership and privacy protection of online information safe? Are there any thefts or loopholes in the network operation? The high concentration of data also means the high concentration of risks. It is urgent to define and clarify the scope and method of data collection and application, clarify the rights, responsibilities and obligations of relevant subjects, and strengthen the development of industrial control system security protection technology.

The author believes that the digital economy is bound to become a new engine for driving economic growth, absorbing employment, and unleashing consumption potential. The promulgation of the “Plan” will promote the standardized, healthy and sustainable development of the digital economy, promote the deep integration of the digital economy and the real economy, and boost China’s The economy has embarked on a high-quality development path. Looking forward to the future, as the above five barriers are broken one by one, new business formats and new models will gradually mature, and digital innovation will lead to a substantial improvement in development capabilities, which will greatly enhance the global competitiveness and influence of my country’s economy.
