ROMA – An extraordinary plan for employment, freezing of layoffs until October for all workers. This is what the leader of the CGIL Maurizio Landini asks during a hearing in the Senate on the Sostegni decree. The dl Sostegni is a “new and important fact, at the same time we would see useful in this provision and in others that the support given to the business system also has conditionalities linked to the defense of employment and compliance with contracts and legality”, he said Landini, underlining the need for a “more general strategy that addresses an extraordinary plan for employment in both the private and public sectors”.

On the question of work, moreover, “we ask that there be an intervention on the blocking of layoffs: it is necessary to have a single date” and therefore “bring the stop for everyone from 30 June to 31 October”. “It is important, we are still in the emergency”, Landini added, remarking: “At the same time the debate on the reform of social safety nets is open. I believe that having this period that avoids opening the way to layoffs is an important issue”.
While the CGIL leader opposed the tax amnesty: “We are not convinced by the tax amnesty. There is a problem with the Revenue Agency’s warehouse, no one denies it but one thing is to cancel everything that is irrecoverable, another is to continue to arrive at forms which in reality take on the character of a tax amnesty “. On the contrary, for Landini a “serious tax reform is needed in Italy and in Europe, where large multinationals make profits in individual countries and then do not pay adequate taxes”.
The CISL is also asking to posit the end of the redundancy block
In line with Landini, the CISL moved, which, again in a hearing in the Senate, actually asked for an extension of the redundancy block. “While appreciating the efforts made, we continue to believe that the date of June 30 is too close, in the light of the current epidemiological situation and the long timescales of the vaccination campaign, which will not allow a quick resumption of the various activities. Just as we are critical of the ‘having once again left a series of categories out of the covid allowances “. The distinction, present in the decree, between employers falling within the cigo perimeter and employers falling within the ordinary allowance and cig in derogation, notes the CISL, “is not reflected in the real situation that is still very serious from the health and economic-social profiles , a situation that sees no economic sector in the country that is not directly or indirectly affected by the effects of the virus “. In summary, notes the CISL, “we ask to overcome the distinction and move forward the date of the end of the generalized block on layoffs at least until the vaccination campaign is completed, consequently aligning the number of weeks of layoffs with the reason for Covid” .
Uil against amnesty and parental leave paid at 100%
On the contrary to the amnesty, however, Domenico Proietti of Uil insists, who in any case asks for the blocking of layoffs until the end of the pandemic. The Uil asks to remove from the text of the Sostegni the scrapping of the folders “because it is a shame and represents a slap in the face to employees, self-employed, retirees and companies that do their duty to the full extent with the tax authorities”. Good, however, the introduction of the vaccination obligation for health personnel, but asks to “make the vaccine available to all by derogating from the European legislation on patents”. The union asks for a broader coverage than that envisaged for social safety nets and that the freeze on layoffs “be extended until the end of the pandemic”. “We positively evaluate – concludes Proietti – both the increase in the endowment of the Citizenship Income and the refinancing of the Emergency Income, but we believe we must proceed with a revision of the instrument to make it fully efficient and effective. We must then strengthen parental leave. making them fully payable to all workers and increasing the recognized remuneration to 100% “.
