Maneuver, the government amendment arrives: from the IRPEF reform to TV bonuses and bills cut

From the cut of Irpef and Irap to the refinancing, with 68 million, of the TV bonus: the government presents an omnibus amendment in the Senate which incorporates the agreement on taxes, including the deduction for one year “on an exceptional basis”, and also on bills. A series of innovations arrive, from the rewriting of the patent box to the new “save-commune” rules. Among the topics addressed by the government also the Jubilee, the extension of the Safe Roads program and funds for the preschools and for the regions affected by the fires last summer. An ad hoc fund was also created to help the tourism, entertainment and automotive sectors.

Change the personal income tax, there is a bonus-saving clause for low incomes
The new 4-rate tax collection system rewrites the deduction system and introduces an Irpef-saving bonus clause for low incomes. In detail, the rates go from 5 to 4 and will be 23% for incomes up to 15 thousand euros, 25% for incomes between 15 and 28 thousand euros, 35% between 28 thousand and 50 thousand euros and 43% above this threshold. For incomes up to 15 thousand euros, the bonus of 100 euros also remains, which remains, at least in part, even up to 28 thousand euros to avoid anyone losing out with the mix of new personal income tax, deductions and absorption of the bonus.

“Exceptional” deduction of 0.8% for incomes up to 35,000 euros

There is an exemption from social security contributions of 0.8 percentage points for employees (with the exclusion of domestic relationships) with a maximum salary of € 2,692 per month, or € 35,000 per year considering thirteen months. This is, it is explained, an “exceptional” measure referring only to the period January 1st-December 31st 2022. The amendment acknowledges the agreement reached at Palazzo Chigi a couple of weeks ago.

1.8 billion arrive for cutting bills
1.8 billion euros ready for “containing the effects of price increases in the electricity and natural gas sectors and strengthening the social and gas bonus”. The measure is contained in the amendment to the budget law that the government will present in the Senate Budget Committee this morning. The regulation aims to “contain for the first quarter of 2022 the effects on households and businesses deriving from increases in gas prices which have reached unprecedented levels and determined significant increases in electricity prices”, reads the technical report . Families will be able to pay in 10 installments the incoming electricity and gas bills with the invoices issued from January to April 2022. In the event of default by domestic customers, it says, companies will be required to offer an interest-free installment plan. The Regulatory Authority for Energy, Networks and the Environment will therefore have to define, within the limit of 1 billion, the advances to be paid to the companies to compensate the installments and the procedures for returning the companies themselves to allow recovery by the Energy Services Fund. 70% of the advance.

The TV bonus has been refinanced
The TV and decoder bonus is refinanced with a further 68 million euros for 2022, in order to give continuity and strengthen the interventions. The objective is to finance the purchase of TV sets suitable for the broadcasting standards in force and of decoders; in addition, a facilitated procedure is envisaged to ensure that those entitled to the bonus for the purchase of a decoder, for pensioners over 70 with a treatment of less than 20,000 euros, to receive the same directly in their home.

A fund for tourism and entertainment
A fund with a budget of 150 million euros for the year 2022 to be allocated to support economic operators in the tourism, entertainment and automobile sectors, severely affected by the epidemiological emergency covid-19. Within 60 days from the entry into force of the maneuver, the methods of allocation and the procedures for disbursement of resources will be defined “in compliance with the European legislation on state aid measures to support the economy for the current covid-19 emergency”.

Twenty million to equal preschools
An additional 20 million euros are allocated for 2022 to equal-sized preschools on the basis of criteria identified by a specific decree of the Ministry of Education to be adopted within 30 days of the entry into force of the law.

One hundred million to the school for the extension of Ata staff contracts
Another 100 million is allocated to maneuver to allow the extension of the temporary assignments of the Ata staff of the school linked to the Covid emergency. According to the technical report of the measure, the standard allows covering approximately 7800 fixed-term contracts in the period from January to June 2022, if we consider the average gross monthly cost of approximately 2,115.65 euros for each contract.

Forest fires, forty million for the affected regions
For the regions affected by forest fires last summer a budget of 40 million euros arrives, which will have to be distributed, in particular, between Calabria, Molise, Sardinia and Sicily.
