The construction site opens: from the overcoming of the Fornero law to the flexibility in output

Overcoming the Fornero law and guaranteeing more flexibility in leaving, with the possibility of retiring for 62 years or with 41 years of contributions regardless of age, defining a guarantee pension for young people and recognizing care work and women. From these proposals, at the basis of the unitary platform, CGIL, CISL and UIL set out to intervene on the pension system and allow access to retirement earlier than the 67 years currently envisaged. The margins for a further intervention on the pension front in the Budget law are narrow, but a rule should find space for builders, reducing the years of contributions necessary to access the pension advance, provided for from 63 years of age, from 36 to 30. Quota 100 finished, or the possibility of leaving work early with at least 62 years of age and 38 of contributions, whose three-year trial expires at the end of the year, in 2022 there will be Quota 102 (64 years of age and 38 of contributions). A road that the unions did not like, according to which it will allow only a few thousand workers to leave (8,500 according to the calculations of the CGIL). Next year, however, according to the estimate contained in the technical report of the Budget Law, 16,800 people will be able to retire with Quota 102. In the maneuver there is also an extension of one year for the Ape social, with the enlargement of the list of heavy-duty jobs – and that the unions are asking for it to be made structural and with more categories -, and for the female option, the possibility for employees with at least 58 years (59 for the self-employed) and 35 years of contributions to retire once a year of floating window has elapsed (18 months for the self-employed). These tools go hand in hand with old-age retirement at 67 and early exit with 42 years and 10 months of contributions for men and 41 years and 10 months for women (plus a three-month floating window). CGIL, CISL and UIL are aiming at a reform of the Fornero law and at verifying the government’s commitment to a confrontation in this direction. Among the proposals there is also that of support women with adequate solutions: for them they ask to recognize an extra year of contributions for each child or even one year out of five dedicated to the care of non self-sufficient family members. There is together the youth theme, of those who carry out intermittent, precarious and poor jobs and risk retiring at 70 and older with undignified checks: for them – it is the pressing – a guarantee pension must be built. And there are retirees today, for whom it is asked to strengthen the fourteenth. In addition, incentivize participation in supplementary pensions, perhaps with the reopening of a semester of silent consent.
