«The fifth Mission is aimed at active employment and training policies, social inclusion and territorial cohesion. The funds allocated to these objectives overall exceed 22 billion. The premier wanted to underline that “measures have been introduced to support female entrepreneurship and a system of certification of gender equality that accompanies and encourages companies to adopt adequate policies to reduce the gender gap”.

Furthermore, «investments are planned in training and retraining activities for workers. The introduction of an organic and integrated reform in the field of active policies and training is envisaged, as well as specific measures to promote youth employment ”. In particular, “it was then decided to allocate important resources to social infrastructures functional to the implementation of policies in support of families, minors, people with severe disabilities and the elderly who are not self-sufficient. These are flanked by measures for the redevelopment of the most vulnerable urban fabrics (suburbs, internal areas of the country) and interventions to strengthen public housing and temporary and social housing ».

And in this sense it is crucial “to eliminate the obstacles that limit the participation of women in the labor market is fundamental for Italy’s recovery”. Recovery therefore «intervenes on the multiple dimensions of the gender gap and is part of the reform process started with the Family Act. The Government intends to launch the National Strategy for Gender Equality 2021-2026 by the first half of 2021. The PNRR develops the priorities of this National Strategy and articulates them in a broad program. 4.6 billion are dedicated to building new kindergartens, kindergartens and early childhood education and care services. Almost one billion goes to finance the extension of full time in primary schools to allow families – and mothers in particular – to better reconcile their professional and working life ». The Plan, adds Draghi, “provides for 400 million to encourage female entrepreneurship, and allocates over a billion for the promotion of skills in the technical-scientific field, especially for female students”.
