Berlin: (hib/PK) A report on the status of the development of a digital procedure for collecting and proving parental status and the number of children eligible for consideration in social care insurance contribution law is now available as information (20/10058) from the Federal Government. The Federal Constitutional Court decided in 2022 that the number of children must be taken into account in the contribution law for long-term care insurance.

In order to implement the decision, the Care Support and Relief Act of June 2023 introduced a deduction for members with children of 0.25 contribution rate points per child under 25, the report says. This applies from the second to the fifth child. From the fifth child onwards, there will be a reduction of a total of up to 1.0 contribution rate points. The discount applies until the end of the month in which the respective child turns 25. According to the information, the regulation came into force on July 1, 2023.

According to the report, in order for the deductions to be taken into account, the number of children under the age of 25 must be proven to the body paying the contributions or the nursing care fund. In order to ensure the most efficient implementation possible, it is planned to develop a digital verification procedure by the end of March 2025.

Work has been underway to implement the digital solution since September 2023, the report says. Those involved have developed a concept that forms the basis for the further implementation process. Accordingly, tax data on parent-child relationships should be used.
