The decision was made on Thursday by the Tuscan governor Eugenio Giani than with his health councilor Simone Bezzini he communicated this to the general managers of health companies and university hospitals. Today they will meet again – not all together, they will be received one at a time by Bezzini – to verify the hypotheses thrown out of the required return plans: from tears and blood. Just to give an example, the ASL Tuscany center, in the requests from the Region, must cut one hundred million spending between now and the end of the year. A huge amount. And the sacrifices required of other companies are no less.
Covid has hit hard in Tuscany, especially with the third wave in spring that has blown the spending forecasts. Ergo is now cutting everything because if the health budget goes into default (it represents 85% of the entire regional budget of about 7 billion) you risk the commissioner. The consequences will be paid by the citizens in terms of the dimensioning of the services and the workers already burdened by the previous one. There are three months to turn around. A deficit of 430 million, perhaps more: the figure is not yet exactly quantifiable. It will crystallize on December 31st.
But if Giani reassures that there are no “holes” because the budget closes in March 2022 it is right to make a big voice in Rome to receive Covid reimbursements. The knot to untie is just that. In times of pandemic health care cannot be guaranteed with the now skimpy resources transferred from the state in peacetime and which, on the contrary, this year has cut another 20 million to Tuscany. With the planned repayment plans, they will not be rosy buds: it will not be possible to intervene to break down the waiting lists that are already out of control and that will inevitably increase, it is impossible to think about hiring despite the fact that the staff is exhausted and insufficient even to guarantee ordinary activities. For this for Monday the trade unions Cigil, Cisl and Uil have fixed the regional assets: in that context they will be decided state of agitation and the initiatives of mobilization and struggle to be undertaken immediately to combat the blocking of recruitments (in fact, the turnover of ordinary retirements will no longer be guaranteed).
In addition to the freezing of recruitments, with the expense cooling plans, the payment of overtime is stopped, vaccination hubs for rent are closed in advance of forecasts (in Florence from the end of October the Mandela forum will also close and throughout the province will not remain any open), purchases are postponed to the new year.
The Cobas union ASL Tuscany center with Andrea Calò speaks of “total collapse of health care”, lists the shortcomings and asks for the intervention of the judiciary.
