The CISL: “They allow us to tackle the unknowns of autumn, however basic assistance is now in great pain”
PADOVA. Seventy-seven nurses hired extra turnover. The Augustan resolution of the USL 6 announces a breath of fresh air for some services in the area, starting with the hospitals, whose operators, for the past year and a half, have been working in conditions of psychological and physical stress due to the aggravation of work caused by the pandemic.

Many of the professionals hired will, in fact, reinforce the first lines: 16 nurses necessary for the separation of the Neurology and Pneumology Operational Units, 8 for the increase of the beds in the Intensive Care Unit of Cittadella, 6 for that of Camposampiero and one for outpatient cardiological rehabilitation in the post Covid phase. “Putting hand to the lever of recruitment, with a structural maneuver on staff strengthening is the unavoidable condition for improving health care” says Fabio Turesponsible for Cisl Public Health who deals with the sector together with Emiliano Bedon, Cisl manager for Alta and Alessandro Piovan della Bassa “these nurses represent a breath of fresh air that allow us to face the great unknowns of autumn with more serenity: not we still have a clear idea of the evolution of the infections and the consequent openings of beds for Intensive Care and Infectious Diseases. To this is added the need to recover the services lost in almost two years, while still guaranteeing the levels of assistance and the continuation of the vaccination campaign and health surveillance of the population ».

For a flaw that is buffered, here is that another one opens and concerns the social and health workers. In fact, the CISL denounces a «great suffering throughout the area of basic care and services on operating plates, internal transport and pharmacies in all the centers of the Euganea. “In our opinion, at least as many or even ninety Oss are missing to be included both in newly opened wards and in active inpatient wards where a chronic deficiency is served”.
Among the nerves discovered, moreover, the Laboratory Medicine which still suffers a shortage of at least 10 technicians. Not only that: among the services in trouble the hospital of Schiavonia where – Alessandro Piovan reports – for years there has been no transport service that can guarantee coverage of the H24 shift “so the number of employees, in the best of cases, does not exceed ten when they should be at least 20 to ensure an adequate service that can really relieve the work of the emergency room and the wards “. Not only that: the Oss in the Emergency Department and wards are forced to leave the ward uncovered to transport patients to their destinations: “At the Schiavonia Emergency Department it is urgent to activate an extra shift in Oss” Piovan says “it is not possible that the areas are always covered over and over as needed: in this way an adequate quality of assistance is not guaranteed and, above all, the workload of the operators is dramatically increased. Even in the departments of Medicine and Surgery there is a lack of socio-sanitary operators and we need a staff addition considering the heavy load in constant increase ».
A scenario that cannot ignore the pandemic: “After the excellent work they have done, one cannot think that nurses will continue to work under constant pressure, as in these days when the multi-specialist medicine department sees 56 beds occupied with a budget staff expected during the holidays of 50 places “.
Not only the Bassa: the shortcomings run throughout the territory: in the Piovese there is no Oss in Geriatrics, Medicine and Pharmacy, while in Cittadella, again due to the lack of Oss, the hypothesis of outsourcing the transport service is being studied to avoid interruptions of the activities: «The Oss are missing a little everywhere because they have been redistributed, but it must be calculated that in the Alta area there are three closed wards: Artoprosthesis, Long-term care and Day Surgery which will have to open after summer» explains Emiliano Bedon. In this scenario, “the increase in workloads linked to the pandemic, the need to recover performance and to support retirement homes has spurred the use of overtime and the purchase of services, so much so that many workers have exceeded the allowed limits of additional hours »concludes Turato. And here we come to wages: «The great and long-standing question of the requalification of company contractual funds remains open. If they are not increased they will not even guarantee the payment of the indemnities due contractually. An increase in the organic endowment cannot ignore the increase in contractual funds without compromising the salary level “.
