The Global Green Pass
The ‘Global Green Pass’, a document for sharing data on vaccination certification at an international level, was born from a agreement between the World Health Organization (WHO) and the European Union of June 2023.
What is it for
The objective is to develop worldwide, starting from the model used for Covid in the European Union countries, a system to be used in other cases, such as, for example, the digitalisation of the international vaccination or prophylaxis certificate, with the aim of helping citizens validate their health documents and use electronic health data in a safe and secure manner.
A database for medicine and scientific research
Once underway, the digital system could integrate with other systems and registries that connect researchers to develop new treatments and health policies based on people’s needs.
Privacy
The tool, the WHO assured, does not put the privacy of personal health data at risk. The World Health Organization will not have access to personal data, which would continue to be the exclusive responsibility of national governments.
Who joins
Membership of the WHO global digital health certification network “is voluntary for EU member states”. The administrative agreement signed by the Commission and the WHO, in fact, “is not binding” for “the two organizations”. Furthermore, the digitization of the certificate is part of the WHO digital strategypresented in 2020, which aims, within a framework of expanding global health security, also through the development of telemedicine.
The decree law of 26 February
The Council of Ministers on February 26 approved a decree-law containing a reference to the global green pass (articles 42-44). The Minister of Health Orazio Schillaci However, he made it known that it was an error and that when the decree is converted, an amendment will be presented to reformulate the text, eliminating the reference.
