BELLUNO. “Hands off Belluno health care” is the slogan of the demonstration scheduled for Saturday in Pieve di Cadore, organized to defend public health, against creeping privatization and to protect the departments and services of our hospitals.

The regional councilor Manuela Lanzarin is not aware of this appointment but, he explains, «I have never had problems meeting the committees, even if in these two years of pandemic less has happened. On every occasion, however, I have always reassured that there is no dismantling of departments or services. Instead, there is a regional programming that goes on: the hospital cards are those decided in 2019, then Covid arrived and now the Ulss are resuming the ranks of the plan, which, I repeat, is that of 2019 “.

The regional councilor for health yesterday arrived in Belluno accepting the invitation of the Culture and Press Club, to talk about the “New territorial medicine from the Covid lesson to the Pnrr forecasts”. A topic, as understood by the speakers’ interventions, full of opportunities but also of unknowns, first of all that of the staff.

The mountain law, the decree of which will be discussed in the courtroom, has a chapter concerning health. What do you think?

“It is true, Article 7 deals with mountain health care, but it limits itself to providing economic incentives for health personnel who accept positions in these territories from the point of view of residential care, that is, renting or buying a house. But this is not enough. We had also tried with our social health plan, with differentiated economy proposals, to support the presence of doctors and differentiate their remuneration for disadvantaged areas. We have also made proposals at the national level, we are awaiting answers ».

The problem of the shortage of doctors, nurses and the Os is very serious. What is the Region doing in this sense? What tools can it deploy?

“To tell the truth, at the national level, specialization schools have increased the places available. In 2014-2015 there were only 5,000, in 2021 it was 17,000. But we have accumulated a serious delay, we have also said it and repeated it to Minister Speranza: the positive effects of this increase in places will only be seen in 3-4 years. We hope that in the meantime we will be granted exemptions as happened during the pandemic with the trainees. But there is no shortage of doctors, the point is that they do not agree to occupy basic medical positions, in fact they have many other opportunities. In Veneto there are 570 areas lacking general practitioners, and they are not only in Belluno. And there is a ranking of 600 people who, however, do not accept all the positions. Unfortunately they are not dependent on health care and therefore we do not have the tools to direct them where their presence would be needed. For nurses, we have an open discussion with the universities of Padua and Verona. And we are the only region that has increased the number of places in degree courses from 1400 to 1600 ».

Then there are the social health workers, it is not possible to find candidates for the courses that should start now.

«On this issue we need to make a profound analysis. Unfortunately, this is a profession that is no longer attractive, especially in an area like the Veneto and Belluno area, where the economy has restarted and the factory attracts more than working in a retirement home. We have a discussion table with all the unions operating in Veneto to try to meet their requests: from an economic point of view it must also be said that the Region allocates 2 million euros of European funds for courses “.
