Bonus tv: where we are and why it is not there yet

by admin

The Europeans are a memory, for the Tokyo Olympics it may already be late. But the real risk for the new TV bonus is the “black screen” effect. Because if the incentive for scrapping were still delayed or the organizational machine jammed at the last moment, we could arrive in September, the fateful date of the switch off, or rather the transition to the new standard of transmission of the TV signal without the 100 bonus. euro is still available. And at that point it is enough to have at home a TV purchased before 22 December 2018 and therefore with good probability no longer able to receive the new signal for traditional channels (Rai and Mediaset, for example) to have to rush to buy a new device. if you want to avoid the “black screen”.

Certainly for the incentive, on paper, few steps are missing: the Minister of Economic Development, Giancarlo Giorgetti, signed the implementing decree in recent days and now we await publication in the Gazzetta and the subsequent 15 days of vacatio legis. But even after that date, further technical details are needed, which are of great concern to retailers. The current situation, somewhat paradoxical, is well summed up by Davide Rossi, general manager of Aires, the association that brings together the large chains of electronics stores: “We have warehouses full of televisions and we have to send customers away empty-handed. and they, angry, think it is we who do not want to pay for the TV ». In short, the announcements have started, the contribution has not.

Technology

From 1 September, barring last-minute extensions, the broadcasting standard of the television signal will change throughout Italy, passing from the current digital terrestrial to the DVB-T2 standard. To understand if the home screen is enabled, some technical checks are necessary, but in principle if the device is only three years old, i.e. it was bought before December 22, 2018, it is likely not adequate: it must be replaced or updated with a decoder. The news does not concern streaming and satellite subscriptions.

It is difficult to calculate exactly the number of devices to be changed: a first estimate by the Bordoni Foundation counted over 20 million, others stop at 10 million, also because it is not certain that they are all scrapped.

I bonus

The government has put in place two incentives: the first, reserved for families with Isee under 20 thousand euros, worth 50 euros is already operational; the other, for all without ISEE, is valid until December 31, 2022, unless the 250 million allocated early is exhausted. The new bonus (called “scrapping” because it is linked to the delivery of the old TV) is equal to 20% of the purchase of the TV, with a ceiling of one hundred euros. The two instruments can be combined, up to a maximum of 130 euros.
