Of course the greatest executor is the Cesar Governorate, who receive from the national government around 842,988 million pesos for 2023 and 2024, according to Sicodis data. This includes direct allocations, allocations for peace, for science and technology, among other concepts.

In second place appears the municipality of Becerril, with more than $270.758 million for the 2023-2024 biennium. In third place appears La Jagua de Ibirico with $64,386 million. Outside the coal mining corridor, San Martín ($48,962 million), located in the south of the department, is one of those that receives the most royalty resources from the exploitation and production of oil.

On the contrary, the municipalities with the least royalty resources are Valledupar, Curumaní, Pelaya, González, The Copey, Astrea, Golden River, Gonzalez, Pailitas and Manaure.

In addition to the large income from royalties, the governors have requested loans to build some works. According to the information provided by the Ministry of Finance, from 2021 to the month of August 2023, The Government of Cesar has signed six loan contracts to advance projects regarding road and educational infrastructure. As of August 30, 2023, the Cesar department owes $318,964 million.

In 2020, the Assembly granted powers to establish a Machinery Bank for the sum of $13,000 million, which was protected by the surcharge to the ACPM. The loan would be paid in 4 years. In 2021, to materialize the contract for 366 kilometers of tertiary roads, they requested $195,000 million covered by royalties and the Surcharge from the ACPM. This loan was amortized over 10 years with up to 3 years of grace period, through the figure of a syndicated loan.

In 2022 they requested $25,000 million to finance the Educational Infrastructure Planwith the construction of classrooms in Agustin Codazzi, Glory and Peace. For this project that seeks to reduce the deficit of school classrooms, the Government of Cesar granted part of the ICLD from Liquor as a guarantee. The $25 billion will be paid over 10 years.
