After weeks of intense negotiations, leaders of the United States Congress have reached a budget agreement for nearly $1.7 trillion to finance the government throughout 2024. However, the agreement still faces a lack of broad commitment, raising concerns as key dates approach when federal funds will be exhausted. Republicans are particularly resistant to the deal, pushing for significant spending cuts.

The agreement largely adheres to spending limits on defense and domestic programs that were established as part of a bill to temporarily suspend the federal government’s borrowing limit until after this year’s presidential election. It also includes concessions to House Republicans, who previously expressed dissatisfaction with the spending restrictions in the deal.

Senator Johnson, who recognizes the deal as a favorable one for Republicans, mentioned that it represents the most favorable budget deal they have reached in more than a decade. The agreement accelerates approximately $20 billion in cuts that were previously agreed to for the Internal Revenue Service (IRS) and rescinds about $6 billion in Covid-19 relief funds that had been approved but unspent.

Despite the reached agreement, the next step would be ratification by Congress, and there is likely to be opposition from far-right Republicans in the Lower House. President Biden has emphasized the need to prevent a government ‘shutdown’ and has stated that the deal reflects the funding levels negotiated with both parties and signed into law last spring.

However, challenges remain, with the Senate leaders acknowledging that they are committed to addressing the needs of the southern border and supporting allies and partners facing serious threats. These obstacles in Congress also represent a setback for President Biden on the foreign front, as he has made support for Ukraine and the strengthening of the Atlantic alliance central to his policy.
