Covid rules from tomorrow: the news for the Green Pass, masks, pads

Agreement reached in the new Council of Ministers which met today at 4 pm at Palazzo Chigi on the latest anti-Covid measures. In particular, it was decided to extend the measures already in force regarding outdoor masks and the suspension of activities for discos and dance halls. Instead, the rules on quarantines at school are expected during the week. Among the open questions is also that of the duration of the green pass for those who have also received the third dose of the vaccine. Here are all the rules in effect from tomorrow, February 1st.

The masks

Until February 10, masks will still be mandatory everywhere outdoors. Including the white zone. The measure currently affects three Regions; Umbria, Molise and Basilicata. From the yellow area upwards, in fact, they must be worn until the end of the Covid emergency.

The discos

Dance clubs and discos must remain closed for another 10 days. On 11 February it will therefore be possible to return to dancing. At first it was decided to extend the stop until mid-February, but – according to sources present at the meeting in the Council of Ministers – the Minister of the League Garavaglia he would have pointed out that on February 14, Valentine’s Day, it would have been difficult to enforce social distancing even for children. The premier Mario Draghi – the same sources explain – he agreed and the timing was revised.

The duration of the Green Pass

From tomorrow, February 1st, as already foreseen, the duration of the Green Pass will change. For those who are vaccinated but only with the first dose for more than 14 days or with the second dose, the green certification will last for 6 months and no more than 9. The measure has a retroactive effect, which means that a person who has received your second dose in July or earlier will see your Green Pass expire.

Swab or vaccine for shops and public offices

Also from tomorrow, February 1st, it will take the tampon, the vaccine or the certificate of recovery to go to the post office, the bank, the registry office or another public office. The basic or reinforced Green Pass will also be required to enter clothing stores, bookstores, children’s toy stores or tobacconists. Only a few businesses included in a list that has already been approved by the government are excluded: hypermarkets, supermarkets, grocery discount stores, mini markets and other food and beverage retail outlets where, however, consumption on the spot will never be allowed; frozen food retail stores; pet and pet food retail stores; trade to the detail of fuel for autotraction in specialized exercises; trade to the detail of hygienic-sanitary articles; trade to the detail of medicines in skilled exercises, pharmacies and parafarmacie; trade to the detail of articles medicali and ortopedici in skilled exercises; trade to the detail of material for optics; trade to the detail of fuel for domestic use and for heating.

And again, starting tomorrow, February 1st, the fines for those over 50 who have not undergone the vaccination obligation, who are not exempt or have recently recovered. They will have to pay a one-off penalty of 100 euros decided by the government when, on 7 January, it introduced the vaccination obligation for almost 28 million people. It will be the Ministry of Health, through the Revenue Agency, to fine the defaulters who will have 10 days from receipt of the notice of initiation of the sanctioning measure to communicate to the ASL any certificates certifying their exemption. Otherwise, the Revenue Agency will send within 180 days “a debit notice, with the value of an enforceable title”: the proceeds from the sanctions will flow into the National Emergency Fund. The sanction can be opposed by contacting the Justice of the Peace.

The obligation of the Super Green Pass at work for the over 50s

It will take another two weeks for the Super Green Pass requirement to enter into force to access workplaces for all those who have reached the age of 50. From 15 February, anyone found in the workplace without the reinforced Green Pass (obtainable not only with vaccination but also with a certificate of recovery from Covid) risks a penalty of between 600 and 1,500 euros. Workers who do not present the certification will be considered unjustified absent and their salary and any other remuneration or emolument will be suspended, but they will keep their job and will not be subjected to disciplinary consequences.

You arrive from abroad with the Green Pass but without a buffer

From tomorrow, 1 February, those arriving from a country of the European Union will be able to enter Italy with the Green Pass and therefore, if vaccinated or cured, without having to also swab. The measures on the tourist corridors have been extended, to which new ones have been added: Cuba, Singapore, Turkey, Thailand (limited to the island of Phuket), Oman and French Polynesia. These are organized trips in secure facilities.
