After the Lega’s abstention from voting on the DL in the Council of Ministers, tensions continue in the government, grappling with the anger of the governors. The Regions had asked to postpone the curfew to 11 pm and an exception to the catering services, so that they were allowed both indoors and outdoors for lunch and dinner. But it is on the school knot that the tear was consumed. When it was approved, the percentage of high school students in the yellow and orange zones in the classroom rose to 70%, compared to 60% initially agreed with the governors.
Palazzo Chigi has made it known that the Government will give a clarification to the Regions and the hope of the governors is to be able to collect at least one periodic “coupon” of the dl, if the numbers of infections allow it and the derogation remains in the stamped decree – also contained in the previous draft – up to the minimum limit of 50% attendance at school in the case of “exceptional and extraordinary need due to the presence of outbreaks or the extremely high risk of spreading the virus or its variants in the school population”.
There is a glimmer: the idea shared by the Executive is that the measure will be checked every two weeks to all the measures provided for by the decree. The first will be in mid-May. The objective is confirmed by the same Minister for Autonomies, Mariastella Gelmini, who attempts mediation: «The curfew will not last until July 31st. It is the decree itself that says it, specifying that the Council of Ministers will be able to intervene in the coming weeks, periodically modifying both the rules for reopening and the curfew times in the legislative decree ». And on the school, the minister in quota Forza Italia clarifies: «in the decree there will be written 70% but we will not put anyone at risk. If it is not possible to insure these quotas, regions and local authorities may derogate. We are working to find the right team ». Not just students and restaurateurs. On the request table of the Regions there is also the planning of reopening of the wedding sector, of the indoor swimming pools as well as the resumption of individual training in the gyms as early as Monday 26 April.
Even the secretary of the League, Matteo Salvini, remains on the barricades and while renewing “loyalty” to Draghi presses: “the government has disregarded the agreement reached with local authorities, putting principals, mayors and students in difficulty”. The leader of the Carroccio continues to point his feet even against the curfew provision at 22, which – he says as an example – “puts the summer season of the Verona Arena at risk, even with the limit of a thousand spectators”. But “like last year, the Arena may have the derogation on the initiative of the Veneto Region”, clarifies the Minister of Culture, Dario Franceschini.
Gradual restarts must in any case take place without losing the compass of responsibility. This is why these must take place – explains the police chief, Lamberto Giannini – “with respect for the rules” but “we will be in the streets with understanding towards those who exercise their democratic prerogatives peacefully”.
The new openings on Monday have already been announced with certainty by some regions with clearly improving figures, such as Lazio and Liguria. But according to current data, Abruzzo, Emilia Romagna, Friuli Venezia Giulia, Lombardy, Marche, Molise, Piedmont, Umbria and Veneto should also have the same color – in addition to the provinces of Trento and Bolzano, having an Rt in the lower value below the 1 and a low or moderate risk, compatible with a “scenario 1”. Calabria, Sicily, Basilicata, Campania and Tuscany would remain in the orange zone, with an Rt close to 1 and an incidence above 200. At risk of remaining out – and therefore in the red zone – are Puglia, Sardinia and Valle d’Aosta , for which, whatever the developments on the decree, at least before May, nothing could change.
