This “pass” is to allow the logistics to “connect” the industry, to truly provide a solid guarantee for people’s livelihood, to “dredge” economic development, and to fight a “two-line” battle between epidemic prevention and control and economic and social development.
Since mid-to-late March, the epidemic has occurred in many parts of the country. In some places, “one size fits all”, “simplification” and “layers of overweight” have affected land transportation in some areas. “Eat and live in the car” and “can’t get out of the car even with a pass”, some truck drivers’ lives and livelihoods have become difficult, and logistics cannot be “smooth”.
Logistics flow is not only related to epidemic prevention and control, but also economic development and people’s livelihood security. Although the obstruction of land transportation has improved after the relevant state departments issued the requirements and measures to ensure smooth access in early April, some logistics practitioners reported that in some places, there are still layers of control and mandatory isolation of truck drivers. ; Some areas have not yet provided living guarantees for stranded truck drivers; some functional departments still have the behavior of blaming each other between sections and blocks. Some companies said that the resumption of work and production urgently needs to release more logistics capacity, so that raw materials can be transported in, goods can be transported out, and the handling of freight passes is more convenient.
It is true that coordinating prevention and control and development is not easy, but this battle must be won, because there is no choice but to move forward.
“Have the overall situation in mind”, and all localities must implement the requirements for ensuring smooth flow. The logistics system is a game of chess for the whole country. Economic development requires economic entities across the country to “relax the muscles and activate the blood”, complement each other and overcome difficulties together. It is necessary to implement “resolutely ban the epidemic prevention checkpoints set up on the main lines of expressways or service areas to prevent the problem of shutdowns from rebounding”, “strengthen the monitoring of road network operation, and solve the problem of road network blockage in a timely manner” and “responsible for holding a negative nucleic acid test certificate within 48 hours” , health code green code, and truck drivers with normal body temperature detection, all localities must release them directly” and other requirements, optimize the truck traffic control policy, and make every effort to ensure the smooth flow of transportation channels. Otherwise, one place is “blocked”, and the whole is “blocked”. The logistics channel is not smooth, and no city can stay out of it.
Epidemic prevention and economics must be handled with both hands, and the two are not contradictory. If the logistics is not smooth, the epidemic prevention in various places lacks the “big rear” of material supply. Any city that lacks external supplies will fall into the secondary predicament of the epidemic. If there is no logistics “connectivity”, how can the industry “go”, and without the industry “go”, how can the economy be “stable”, and without the economic “stable”, how can we fight against the “epidemic”? Promoting the economy and ensuring development is not only related to the smooth operation of the national economy and people’s livelihood, but also provides solid and long-term support for epidemic prevention and control.
Do not avoid problems when encountering problems, and take more responsibility for overcoming difficulties. In order to achieve both prevention and development, cadres at all levels must dare to take responsibility, go to the front line to find problems, brainstorm and analyze problems, and cooperate extensively to solve problems. The plan “clears the way” for the smooth flow of logistics. For example, Shanghai, Zhejiang, and Jiangsu cooperated to build a transit station for the emergency supply of important materials in the Yangtze River Delta, and Hefei, Anhui tried to manage the whole process of closed-loop management of freight vehicles. Only by starting from the principle of “people first”, seeking truth from facts, coming up with ideas, finding solutions, and solving problems, will we be able to achieve the goal of “supporting people’s livelihood, smooth freight transport, and industry circulation”.
