“Time flies quickly. Looking back at the road we’ve traveled, we can sum it up to walk along the two main lines. One is to make the village’rich for a long time’, and the other is to make the villagers’warm the hearts of the people’.” On October 18, Xu Zhao described in an interview with reporters that the former focuses on the cultivation of self-hematopoietic ability and achieves sustainable income growth from the root; the latter aims at the needs and expectations of the villagers. Soon after moving in, Xu Zhao discovered that Zhuzhou Village, as a low-income village in 12 key provincial-level assisted counties and districts in the province, had a “two-plus” situation. The infrastructure is incomplete; the second is that there are many restrictive factors, the village is located in a corner, the collective resources are scarce, and the natural endowment is poor.
Faced with these unfavorable conditions, how to break through development problems has been stuck in the minds of village cadres. With the in-depth investigation and research, Xu Zhao, on the basis of finding out the actual situation of the town and village, understanding the connotation of the policy, and absorbing the experience of previous generations, established that the growth of the village collective economy should first “transfusion” and then “blood production”, and the people’s livelihood needs “hardware”. How does the “transportation and manufacturing” combination land? He repeatedly analyzed and discussed with the town and village cadres, and believed that to strengthen the collective economy of the village should not be done alone, but to actively connect the town’s agricultural tertiary industry integration development layout, cut into the industrial chain, and form an overall sailing. After excluding plans for fish and poultry breeding and underforest economy one by one, they decided to make a fuss about the land, to build standardized grain storage plants to stabilize the “blood transfusion”, and to continue the strategy of “blood-making” through the branch leading the construction of cooperatives to carry out crop planting operations.
