The CCP pushes “Xi’s thought” into the campus in an all-round way
On August 3, the Shanghai Municipal Education Commission of the Communist Party of China issued the “2021 Curriculum Plan”, which cancelled the final English exams in the name of reducing the burden, but included the “Students’ Reading Book for Xisi” as a compulsory curriculum for primary and secondary schools.
Shanghai became the first local government in China to publicly respond to the central government’s promotion of Xi’s thought into schools. However, what the central government wants to occupy is not limited to Shanghai or primary and secondary schools. On July 8th, the Ministry of Education of the Communist Party of China launched the university, middle school, and elementary school version of “Xi Jinping’s New Era Socialism Thoughts for Students with Chinese Characteristics”, which requires uniform use throughout the country starting this fall semester.
The Ministry of Education of the Communist Party of China requested in the “Guide to Teaching Materials for the Courses of Learning Thoughts” on July 21 that Xi’s thoughts should “cover basic education, vocational education, and all types of higher education” and “pass through ideological and moral education, cultural and knowledge education.” , All links of social practice education”, “to achieve full coverage.”

The internal documents of the Heilongjiang Provincial Department of Education of the Communist Party of China show that as early as 2019, the Communist Party of China was planning to let Xi Thought enter the university campus.
The “Propaganda Department of the Education Working Committee of the Provincial Party Committee and the Ideological and Political Department of the Provincial Department of Education” disclosed that it is necessary to “use the party’s theoretical innovation results to strengthen the ideological guidance of teachers and students”, and the goal and task is to “implement Xi Jinping in the new era. The socialist ideology with Chinese characteristics is the primary political task to promote the integration of the party’s innovative theory into the ideological and political work of colleges and universities.”
The “Work Essentials” document disclosed that work measures include including Xi’s thinking “as a compulsory content, included in the training and training of ideological and political work at all levels and types of colleges and universities” and so on.
The “Report on the Reform and Innovation of Ideological and Political Courses” of Harbin Medical University in Heilongjiang Province (referred to as “Harbin Medical University”) on September 15, 2020, disclosed more details of Xi’s entry into the classroom.
According to the document, Harbin Medical University has now opened 10 ideological and political courses (ideological and political courses), among which “Xi Thought” has been juxtaposed with “Mao Zedong Thought” and “Marxism” and has become a compulsory course for undergraduates.
The document stipulates that “the number of full-time ideological and political teachers is allocated according to the standard of 1:350 teacher-student ratio”, and “the school has 35 full-time ideological and political teachers and 20 on the Daqing campus”.
The document also disclosed the salary of ideological and political teachers, stating that “faculty and staff roll up their sleeves and work hard.” According to the document, the performance pay of ideological and political teachers includes job performance pay, incentive performance pay and special performance pay.
Among them, job performance wages are paid on a monthly basis according to the category and grade standards of the positions employed, according to the job responsibilities, performance of the job, and the usual assessment results. Documents from Harbin Medical University show that as of 2020, Xi thought courses have covered the university’s campus. Harbin Medical University is one of the earliest medical universities established in China.
An internal meeting document submitted by the Heilongjiang Provincial Department of Education to the General Office of the Provincial Party Committee on August 10, 2018 also disclosed that the Secretary of the Provincial Party Committee personally came forward as early as 2018 to strengthen the ideological and political work of colleges and universities in the province.
The document disclosed that Zhang Qingwei, secretary of the provincial party committee, planned to speak at the “Conference on Strengthening and Improving the Ideological and Political Work of Colleges and Universities in the Province” to be held in late September of that year. Moreover, in order to prepare for the meeting, Zhang Qingwei plans to convene and preside over the “College Party Committee Secretary Symposium” in the provincial party committee in late August to learn about the ideological and political work of universities and the implementation of Xi’s ideology in advance.
The ideological and political work summary report of many universities in Heilongjiang last year showed that as of 2020, the CCP has spread the Xi ideological curriculum in Heilongjiang universities and strengthened the construction of ideological and political courses.

More internal documents of Heilongjiang universities reveal that in order to strengthen the brainwashing of college students, various universities in Heilongjiang Province have implemented the instructions of the Chinese Communist Party and formulated various plans to strengthen ideological and political work.
For example, universities in Heilongjiang Province such as Harbin City Vocational College, in order to implement the “Opinions of the Ministry of Education and Other Eight Departments on Accelerating the Construction of the Ideological and Political Work System in Colleges and Universities”, have specially formulated a work account for key tasks for 2020-2022.
Harbin City Vocational College’s ideological and political work ledger documents disclosed that it is necessary to comprehensively promote Xi’s thoughts to “enter teaching materials, enter the classroom, enter the minds of teachers and students.”
The ideological and political work accounts of Heilongjiang Vocational College of Commerce and Harbin Vocational College of Media emphasized that the secretary of the party committee is the first person responsible for ideological and political work, and the principal and other team members perform “the same responsibility of the party and government, and the responsibility of the same post.”
Heilongjiang Vocational College for Nationalities’ “Ideological and Political Course Integration Construction” expert recommendation form revealed that the CCP is still selecting the so-called “University, Middle School and Primary School Ideological and Political Course Integrated Construction Steering Committee Experts” within the education system.
The document “Building the Counselor Team” of Harbin University of Commerce, Qiqihar Medical College and other universities revealed the instructions of the Ministry of Education of the Chinese Communist Party to strengthen the construction of the counselor team. The document states that instructors are the backbone, organizers, implementers, and instructors of ideological and political education for college students. The document requires “counselors to be close to student life”, “specially responsible for the daily ideological and political education and management of students in the apartment”, and thoroughly implement Xi’s thoughts.
