Italian public employees stand at 3.2 million (compared to over 3 million retirees), far from 5.7 million in France, 5.3 million in the United Kingdom and 5 million in Germany. They have an average age of 50 and skills that are often misaligned with needs. It is the photograph of the research on public work 2022 presented at the opening of Forum Pa 2022 entitled “The country that starts again”. To reach the goal of “4 million employees with an average age of 44 and adequate skills” set by 2028 by the Minister of PA Renato Brunetta, also considering the expected 500,000 retirements, almost 1.3 would have to be hired within 6 years millions – about 200 thousand every year – with an average age of 28 years.
The research, recalling INPS data, indicates that as of January 1, 2022, public employment pensions were 3,082,954, an increase of 1.8% compared to the previous year, with an expenditure of 79,203 million euros. Public employees who retired in 2021 are 146,110, with an average age of 65.6 years. As a result of the lack of turnover, the research underlines, “at the end of 2022 we will have approximately 94.4 pensions paid for every 100 active taxpayers (there were 73 in 2002)”.
Competitions for 103 thousand places, only 14,500 assigned
More than a year after the new rules and less than two months after the Pnrr 2 decree, the picture of public competitions is rather heterogeneous. From the monitoring carried out by Fpa on 55 of the most significant insolvency procedures launched between 2019 and 2021, it emerges that 30 of these have been completed and of the 103 thousand total places available, just 14.5 thousand have been assigned. Among the 25 procedures in progress, in fact, there are large school competitions that increase the number of vacancies to over 88 ila. The timing of the procedures concluded, Fpa underlines, “gives hope for an acceleration in progress: on average, the average days (from the publication of the notices to the results) have dropped from 674 for the competitions announced in 2019, to 423 for those in 2020, to 141 for those of 2021. But optimism comes down to looking at the long times of the procedures still open: an average of 1,021 days have passed since the publication of the 4 2019 procedures still in progress, 713 for the 6 of 2020 and 248 for the 15 competitions banned in 2021 “.
15 thousand hires of professionals have already been made
Instead, we run on the recruitment, mostly on a fixed-term basis, of professionals linked to the PNRR: over 15 thousand have already been carried out .. There is a recruitment campaign that is running according to schedule: that of PNRR professionals, says Fpa , which has already generated over 15 thousand hires, more than half of the over 29 thousand hires scheduled by 2023, so that the duration of the assignments – almost exclusively three-year – falls within the programming period, with 2026 as the maximum date for completing the projects. The selection procedures concluded resulted in 1,032 collaborative assignments for 36 months, 14,103 fixed-term contracts, in addition to 50 permanent contracts. In 2021 alone, 160 thousand applications were received in the calls for tenders launched for the NRP, with 6% of hires compared to the audience of participants. 75% of the staff hired or in the process of being hired have a university degree.
