According to a video shot by local citizens, a man was arrested by the police shortly after he reported issues such as food shortages to Li Qiang and other officials.

According to the “Shanghai Release” WeChat public account on April 17, Shanghai Municipal Party Secretary Li Qiang inspected the social management and the supply of living materials in Jinshan District and Fengxian District on the morning of the 17th. In a residential area in Fengpu Street, Fengxian District, the cadres of the neighborhood committee and the sinking cadres introduced Li Qiang to the “Mangypsing” convenience store.

However, citizens in Fengpu Street, Fengxian District, disclosed online that the government department filled the shelves with supplies on the “Mangystar” shelves at the entrance of the community to show that the residents had sufficient supplies of living materials. In the uploaded video, a woman said, don’t come during this time, and they won’t sell it if you come.

Local citizens also mentioned that before Li Qiang went to Jingyijiajia Community for inspection, all the residents of the community were driven home by officials.

After the closure of the city in Shanghai, the authorities’ extreme control measures have triggered secondary disasters and humanitarian crises, making life extremely difficult for local citizens trapped at home.

On April 17, according to another video shot by citizens, a man was arrested by the police shortly after he complained about food shortages and other issues to officials including Li Qiang, secretary of the Shanghai Municipal Party Committee.

In the video, a man shouts to Li Qiang, secretary of the Shanghai Municipal Party Committee, who is inspecting the community. In the video, the man shouted loudly: “Leader, we have something to say, can you listen to us?” When Li Qiang and others turned to the direction of the shouting, the man then shouted: “We are here now, we don’t need anything, just buy everything. If I can’t, how can I get it?” “I can’t buy food, and I can’t buy it online.” “Then, we have to send something here, and we don’t know.” “Then, we don’t know how many patients there are. I know. There is no announcement in the community. We don’t know how many patients are around.” “Then how do we solve it?” A group of officials walked downstairs to the shouting man, seeming to make a promise, and then left.

In the video that followed, a man was taken from a building by the police, saying loudly as he walked, “Be sure to stand up, don’t kneel down…”. The voice was the same as the voice of the man who shouted to Li Qiang before.

Li Qiang, secretary of the Shanghai Municipal Party Committee, and other officials visited some communities on April 11. They were choked by some local people, who criticized the lack of official aid supplies.

Li Jing (pseudonym), a resident of Heyuanxinyuan Community in Jing’an District, Shanghai, told The Epoch Times on the 12th, “Li Qiang arrived in our community yesterday afternoon. At that time, we could move around in our community. We’re all going to starve to death. Li Qiang is so boring.”

Li Jing also revealed that things changed immediately after the leaders arrived. A truck stopped at the gate of the community and started distributing supplies. “The government has always cheated, officials lied, they are only responsible to the superior leaders, and never to the people.”
