PALERMO – On delegation of the Public Prosecutor of Palermo, the Financiers of the Provincial Command and the Carabinieri of the Nas arrested two people for corruption and seized assets for 260 thousand euros. At home, the investigators announce, are finished: Maurizio D’Angelo, 64, former secretary of the Department of Central Services of the “Paolo Giaccone” University Hospital of Palermo and Alessandro Caccioppo of 49, former legal representative of Italy Social Cooperative Emergency, based in Messina. Investigated for corruption for an act contrary to official duties together with the 42-year-old TI from Palermo, 45-year-old SML from Palermo and 77-year-old GF from Messina.

With the same provision, the investigating judge ordered the preventive seizure of financial resources for 260,000 euros as the price and profit of the corruption.

The investigation, initially launched by the Carabinieri of the Nas of Palermo, on the recommendation of the hospital, highlighted, as the yellow flames explain, “serious anomalies in the management of the sick transport service within the hospital, contracted to the Italy emergency in the 2012 and held until 2018, with an estimated cost of 4.5 million euros “.

The public official D’Angelo had, in fact, certified the conformity of the invoices issued by the company “despite the fact that they lacked the documents and information required by the special tender specifications with particular regard to the specific indication of the services rendered and despite the fact that they had been charged to the public body costs related to personnel already included in the remunerated services “. As a result of these acts contrary to official duties, the hospital company incurred a higher cost of € 3,367,800.

The subsequent investigations delegated to the specialists of the economic-financial police unit of the Guardia di Finanza of Palermo, carried out through complex financial investigations and documentary evidence, “allowed us to hypothesize a corruption pact between the legal representative of the Caccioppo cooperative and the public official D ‘ Angelo, remunerated for his infidelity with 130,000 euros, paid through sophisticated stratagems to “shield” the illicit financial flows “. In one case the cooperative paid the sum of 80,000 euros to a current account jointly held in the name of TI, stepdaughter of the public employee and his spouse, SML, which was then received in the direct availability of D’Angelo, artificially justified by the desire to amenably resolve a potential labor dispute in the face of an irregular service carried out by the same IT towards the cooperative, a relationship which is believed to have never actually occurred. In another circumstance, a real estate company, legally represented by GF, in fact connected to Italy, transferred an additional 50,000 euros to a current account, jointly held by D’Angelo and an elderly lady.

To justify the payment, the company, the investigators continue, purchased a dilapidated property from the woman, simultaneously leased to the aforementioned cooperative which, beyond any commercial logic, immediately paid the sum of 50,000 euros as an advance payment of the fees. lease for a period of six years, a sum then definitively entered into the availability of the public official. The activity “further highlights the continuing commitment of the Public Prosecutor’s Office of Palermo, to combat corruption and the most serious forms of crime against the Public Administration that steal public resources from the community, also heavily affecting the quality of the services provided to citizens, especially in a delicate sector such as health care “.
